Summary of position:
The Canada Border Services Agency (CBSA) Liaison Officer (LO) at the High Commission of Canada in Accra has a vacancy for a Liaison Assistant. Reporting to the LO, the Liaison Assistant provides assistance in investigating and reporting on illegal immigration, travel document fraud and cross-border crime issues within the region, developing and maintaining relationships with local partners, and with the preparation and delivery of training, seminars and conferences. The Liaison Assistant also provides administrative support to the LO.
Applicants must clearly and explicitly demonstrate in both their application letter and résumé that they meet the essential qualifications on education, language and experience criteria listed to be screened into this competition. Only candidates that meet the language, experience and education qualifications will be invited for assessment.
• Secondary school diploma.
• A minimum of 5 years within the last 8 years in one of the following roles:
o In the Ghana Police Service or other national police agency in a detective role, with a minimum of 3 years at the rank of Inspector or higher;
o In the Ghana Immigration Service in a supervisory role, with a minimum of 3 years at the rank of Senior Inspector or higher;
o In the Ghana Civil Aviation Authority or the Ghana Airports Company with a minimum of 3 years in a supervisory or trainer role in the field of airport and airline security;
o In an international agency or foreign mission in an airline liaison/migration integrity or investigative role, at a level at least two grades above the entry level, and with at least two years’ experience responding to enquiries from airlines and local migration authorities under general supervision;
o As a document examiner for an airline or airline handling company, with at least one promotion above the entry level, and at least two years’ experience supervising and providing guidance to junior document examiners, liaising with airline liaison officers from foreign diplomatic missions, and wielding the authority to make a board/no-board decision.
• Fluency in English (oral & written).
• Knowledge of Ghanaian civil administrative processes related to travel, identity and civil documents;
• Knowledge of Ghanaian commercial and business practices as related to travel;
• Thorough knowledge of the structure and operations of Ghanaian law enforcement and security agencies.
• Ability to examine civil and travel documents and detect fraud and counterfeit;
• Ability to use office software products including Microsoft Office proficiently;
• Ability to use a digital camera and social media (WhatsApp, etc.);
• Ability to organize work effectively.
• Effective interactive communication (oral & written)

• Strong interpersonal skills
• Professional integrity
Preference may be given to candidates who have the following asset qualifications:
• At least two years’ attendance at the Bachelor’s level or higher at a recognised university in Ghana or Canada
• Experience working in a similar capacity at a diplomatic mission or international organization.
• Written and spoken fluency in French.
If candidates meet the factors listed in the asset qualifications they must also clearly demonstrate how they meet these factors in their covering letter.
• Must be willing to work flexible hours and overtime (evenings/weekends) as required, and be available on call outside normal business hours.
Condition(s) of Employment:
• Must be able to obtain and retain a Government of Canada Enhanced Reliability security screening;
• Must be able to obtain an airport pass from the Ghana Airports Company, at employer’s expense;
• Must be able to meet the medical requirements as defined by the employer. Successful candidate(s) may be required to undergo a medical evaluation;
• Must be able to obtain and retain a valid passport and be willing, able and legally admissible to travel within and outside of Ghana;
• Must be willing to submit to a polygraph on request.

• The results of this competition may also be used to establish an eligibility list of staff for similar openings at the High Commission of Canada to Ghana which might arise in the 12 months following the completion of this competition.
