Summary of position:
Reporting to the Counsellor (Consular), provides consular services at the Canadian High Commission, London with four Honorary Consulates in the host country; controls the processing and issuance of citizenship documents; provides notarial services; administers the consular services financial systems; provides administrative services; and performs other duties.


Essential qualifications:
Candidates will initially be screened on the essential qualifications below and must demonstrate in their cover letter how they meet these criteria. Only those candidates who meet all the Essential Requirements will proceed to the next stage of the process.

Education:
• A University degree from a recognized university
OR
• Three A’ levels certificates in addition to a minimum of 10* year’s recent relevant experience in one of the following fields: Consular, Citizenship, Passport, Case management to people in distress or emergency management.

Experience:
• Minimum 5** years recent experience providing Consular, Passport or Citizenship services
OR
• Minimum 8*** years recent experience in case management
OR
• A combination of 8*** years recent experience of the two above.

Notes
The Experience expected should cover at least two of the following tasks:
- planning, managing and/or delivering program and / or service delivery
- providing coaching, counselling or referral services to people in crisis
- researching, interpreting and applying policies and directives;
- preparing a variety of documents – briefing notes, case notes, executive correspondence and reports.

Case Management is a method of providing services whereby a professional collaboratively assesses the needs of the client and the client’s family, when appropriate, and arranges, coordinates, monitors, evaluates, and advocates for a package of multiple services to meet the specific client’s complex needs.

Linguistic Profile: A high degree of fluency in English in both written and oral communication

Rated Requirements
Candidates must also meet the Rated Requirements shown below, which will be assessed through any of the following: written test, oral communication, interview and reference checks.

• Strong communication skills, including ability to communicate empathically with people from diverse backgrounds, with different needs;
• Good judgement and decision making;
• Ability to plan, organise and manage conflicting priorities;
• High level of discretion and tact in handling sensitive information and client relationships;
• Ability to analyze, evaluate, integrate, synthesise and present information from multiple sources to facilitate decision making;
• Proficiency in Microsoft Office (i.e. Outlook, Excel, Word, PowerPoint, etc.) and knowledge of computer web/based search engine


Asset Qualifications:
Preference may be given to candidates who have the following asset qualifications. Candidates must also clearly demonstrate how they meet these factors in their cover letter.

• A university in the following specialities: public administration, psychology, communications, social work sciences, business administration, international relations or law.
• A high degree of fluency in French in both written and oral communication.
• Knowledge of the Vienna Convention on Diplomatic Relations or other international treaty or convention related to the Consular mandate of the High commission.
• Knowledge of the role and limits of a consular official can play in assisting a distressed citizen.
• Knowledge of key UK authorities and interlocutors related to the Consular mandate of the Government of Canada.
• Experience working in a High Commission or Embassy or an international organisation.

Overtime and weekend work may be required on occasion
Ability to travel when required


Condition(s) of Employment:
Hours of work will be 37.5 per week, worked Monday to Friday at time to be arranged by the supervisor. Any job offer is subject to receipt of satisfactory employment and character references and the ability to obtain and maintain an Enhanced Reliability security screening (including a criminal record check).
Copies of educational qualifications will be required at the interview stage of the process. Successful candidate must have a valid passport and the required documentation allowing the right to work in the UK. Documentation will be required.

This position is open to candidates currently resident in the UK, who hold current documentation allowing them to work in the UK without restriction, who meet all of the essential requirements stated and whose applications are received by the closing date.
