Summary of position:
Summary: Under the general supervision of the Common Service Delivery Point (CSDP) Operations Manager, this position supervises the Contracting and Procurement Assistants. This officer is responsible for the provision of procurement and contracting specialist advice and guidance and services for the acquisition of goods and services up to the delegation trade agreements thresholds signed by Canada as well as materiel management services to client missions; and the management of information and documentation of the services in accordance with established policies, guidelines and procedures. Some of his/her responsibilities are to plan, organize and lead the development, implementation, monitoring and evaluation of regional procurement and contracting goods and services. She/he identifies and recommends the most appropriate procurement strategy to meet client requirements and coordinates such contracting vehicles with the appropriate client group in the CSDP network, in consultation with HQ Center of Expertise (CoE) as applicable. She/he prepares the documentation for clients such as Request for Information (RFI), Request for Proposal (RFP), Request for Quote (RFQ) and Request for Standing Offer (RFSO) and reviews and provides feedback on Statement of Work (SoW) and solicitation documentation. She/he acts as the Regional Contract Review Board (RCRB) Secretary in accordance with the RCRB’s Terms of Reference. She/he reviews and presents procurement cases and documentation to the RCRB for approval, takes the follow-up action required by the Board and ensures full recordkeeping compliance for contracting audit purposes. Provides training to mission clients of the network and members of the RCRB.

Essential qualifications:
Mandatory Screening Qualifications:

Education: Bachelor’s degree from a recognized university.

Language: Fluency in English (oral & written).

Experience: Minimum four (4) years (within the past seven (7) years) of recent and relevant experience in an Indian or international organization in the following areas:
•Experience in procurement such as creating and amending contracts, developing issuing competitive solicitations, managing contracts.
•Experience in using SAP or another software to create purchase orders (POs) and contracts or management of materiel or assets in inventory and warehousing.
•Experience in providing advice and guidance to clients.
•Experience in supervision.

Computer Skills: MS-office (including Word, Excel, PowerPoint), MS Outlook, Internet.

Mandatory Rated Qualifications:

•Knowledge of procurement or supply chain management.

•Ability to communicate effectively orally and in writing in English.
•Ability to coordinate conflicting priorities within tight deadlines and meet work targets in a fast paced office environment.
•Ability to effectively manage staff.
•Ability to analyze requirements and issues in order to make appropriate recommendations.

Asset Qualifications:

Condition(s) of Employment:
The appointment of the successful candidate will be subject to a Reliability Check (RC) obtained by the Management. To conduct the Reliability Check (RC), the candidate will have to submit the following documents on being selected by the mission.

•Police clearance certificate (Character Certificate)
•Letter of recognition from your bank stating your name, years of client service and your address
•Professional and educational certificates and mark sheets (i.e., academic transcripts)

**Candidates must be available to travel and work overtime as and when required**

The results of this competition may also be used to establish an eligibility list to staff similar openings at the High Commission of Canada, New Delhi which may arise in the eighteen (18) months following the completion of this competition.
