Summary of position:
The successful candidate will report to the Management and Consular Officer. Responsibilities for this position may include but are not limited to:
• Processing passport applications and citizenship applications for Canadians abroad;
• Responding to emergency situations involving Canadians in distress;
• Supporting the development of contingency planning and outreach programs;
• Providing administrative and financial services in support of consular, passport and citizenship services at the Representative Office

Essential qualifications:
Candidates will initially be screened against the Essential Qualifications relating to education, experience and language. Candidates must clearly demonstrate in their cover letter and/ or CV how they meet each of these essential qualifications.

Education:
• A post-secondary degree from a recognized post-secondary institution.

Language:
• Fluency in English, both written and spoken
• Fluency in French, both written and spoken
• Fluency in Arabic, both written and spoken.

Experience:
• At least two (2) years of recent* relevant experience in the field of administration and/or a client focused position for a corporate organization, foreign mission or other government office or international organization.
• Experience in collaborating with [and liaising with] representatives of the Palestinian Authority, foreign governments and/or international organizations.
• Experience providing client service and working with external service providers
*(within the past three (3) years)

Rated Requirements:
Candidates must also meet the Rated Requirements relating to knowledge, abilities and competencies. These may be assessed at a later stage through any of the following: written exam, interview, role-play, practical test, presentation and/or psychometric assessment.

Knowledge:
• Basic knowledge of Canadian cultural, legal and political landscape.
• Advanced knowledge of MS Office (Word, Excel, Access, PowerPoint, Outlook) and other software products.

Abilities/Competencies:
• Ability to communicate effectively with clients, both orally and in writing in English, French and Arabic.
• Ability to prioritize workload and multi-task effectively in a high paced work environment.

Asset Qualifications:
Candidates may also be screened against the Asset Qualifications. Preference may be given to candidates who meet these asset qualifications. Where applicable, candidates must clearly demonstrate how they meet any of the asset qualifications in their cover letter and/ or CV.
• Experience providing passport and consular services for a Government organization
• Work experience in Canada or in an organization with Canadian clients
• Experience working in a Canadian diplomatic mission abroad

Organizational Needs:

Operational Requirements:
• Must successfully complete the Passport Management Program for Foreign Operations training including receiving a grade of 80% or more on the certification exam.
• Ability to work occasional overtime (evenings, weekends if necessary)
• Ability to travel and attend offsite meetings/work requirements.

Condition(s) of Employment:
• Right to work legally in the West Bank and Israel, or right to work legally in the West Bank and travel to Israel.

• Candidates must obtain and maintain an in-depth reliability rating (security clearance) from the Government of Canada (the security screening is completed at the end of the recruitment process).

• The results of this competition may also be used to establish an eligibility list of staff for similar openings at the Representative Office of Canada in Ramallah which might arise in the 24 months following the completion of this competition.
