Summary of position:
Based at the Embassy of Canada in the Philippines, the Senior Development Officer assists in managing official development assistance projects on behalf of GAC’s bilateral and ASEAN Regional programs in the Philippines. The successful candidate will assist in the development of the bilateral and regional programs, identify, assess and negotiate new development assistance projects, and manage and administer bilateral projects. He/she will work with multi-disciplinary internal teams including financial and contract officers, and technical specialists, and liaise with implementing organizations and beneficiaries. The successful candidate will manage external gender equality expertise and help to ensure that gender equality considerations are integrated into all GAC programming in the Philippines. He/she will proactively seek out communication and outreach opportunities in the Philippines in order to raise awareness of GAC program activities with external stakeholders. As part of the Embassy team, he/she will participate in Embassy committees as assigned. The successful candidate is expected to conduct short-term travel in the Philippines (approximately 3-5 trips per year).

Essential qualifications:
Language:
- Fluency in English (reading, writing, speaking)
- Fluency in Tagalog (reading, writing, speaking)

Education:
- Master’s degree from a recognized university

Experience in:
- Researching and analyzing international development issues in the Philippines
- Significant* experience in networking and establishing working relationships with a variety of stakeholders (government officials, international organizations, non-government actors)
- Recent** and significant experience* in managing international development assistance projects

*”Significant” is defined as experience normally acquired over a period of at least 36 months of full-time work

**”Recent” is experience acquired within the last 60 months

Knowledge of:
- Current international development challenges and priorities in the Philippines
- Effective integration of gender equality into development projects in the Philippines

Abilities / Competencies:
- Ability to build effective relationships with internal and external actors
- Ability to communicate effectively, both orally and in writing, with senior management, colleagues, partners, and stakeholders

*”Relevant discipline” means social sciences (e.g., gender studies, economics, political science, international relations, or other topics related to international development)

Condition(s) of Employment:
1. Obtain and maintain the required level of security clearance from the Government of Canada. This involves, among other things, criminal record checks, credit checks and validation of qualifications.

2. If non-citizens, possession of or ability to procure a valid working permit in the Philippines for the duration of employment.

3. Legal residence in the Philippines.

4. Meet the employer’s medical requirements by undergoing a medical evaluation by a physician.

5. Ability and willingness to travel domestically and internationally.

6. Ability and willingness to work overtime.

Open to Philippine nationals and expatriates with a valid work permit, who are currently residing in the Philippines
