Summary of position:
This is an exciting opportunity to work with the dynamic results-oriented Foreign Policy and Diplomacy Service team at the Consulate General of Canada in New York to promote, advance and strengthen Canada-U.S. bilateral economic and security interests within its 5-state territory (New York, New Jersey, Connecticut, Pennsylvania and Delaware). Under the direction of the Deputy Head (FPDS), and in accordance with the international priorities of the Government of Canada and its specific objectives in the US, the incumbent is responsible for legislative and congressional liaison within CNGNY US territory of responsibility. In general, duties fall under four categories: monitor, analyze and report on legislative and regulatory activities of interest to Canada in state legislatures and regional bodies; conduct research on issues of interests to Canada, key congressional, legislative and executive stakeholder positions on these issues, and the impact of the US-Canada relationship in CNGNY US territory, by liaising with key congressional and legislative offices; coordinate and support legislative territorial outreach and/or regional visits; and carry out other advocacy related duties in support of whole of mission priorities as required. The FPDS Officer will work closely with the FPDS and International Business Development teams at the Consulate, including its regional presences, as well as with the Canadian network of Consulates in the United States to coordinate activities and initiatives. The candidate will demonstrate a strong ability to think innovatively around program delivery, plan effectively in a highly demanding environment, develop and engage a network of external partners, work independently in a proactive, accountable manner and communicate effectively.

Essential qualifications:
Candidates must demonstrate clearly in their letter, how they meet the Education and Experience qualifications listed below. Please be specific and provide examples for each of the qualifications.
Bachelor’s degree from an accredited college or university in a field related to the duties required by the position (such as International relations, Political Science, Economics, Business, Communications or Public Policy) or a degree from a recognised university and a minimum of five years of relevant work experience.

1. A minimum of 3 years’ recent experience working in legislature or government or in an advocacy/policy/economic oriented sector.
2. Experience conducting research and analysis on policy and public affairs issues and in providing high-quality advice, briefings and written reports to management and/or clients.
3. Experience in developing relationships with clients, stakeholders and influencers.
4. Experience in project management (including planning, execution, tracking/reporting results and budget management).
5. Experience using social media tools professionally for promotion and/or to generate new opportunities.
6. Experience in an office environment with working knowledge of Word, PowerPoint, Outlook, Excel, internet research and databases.
*Recent experience is defined as within the last 5 years.

Language Requirement:
Fluency in English (oral and written).

Asset Qualifications:
1. Ability to work in French.
2. Experience working in a legislative environment.

Organizational Needs:
Candidates who meet the Education and Experience requirements will be assessed on the following qualifications. The assessment may include a written test, an interview, an in-basket exercise, a skills test, and/or reference checks.

2. Experience in obtaining and preparing meetings with key policy and public affairs experts and leaders.

1. Knowledge of the factors that influence policy in the United States generally, including the lower Northeast region, and how they may have an impact on Canadian foreign policy and economic interests; and
2. Knowledge of the political and economic structures and trends in the Northeast of the United States, and Canada.

Operational Requirements:
Hours of work:
Normal hours of work for this position are in accordance with Locally-Engaged Staff regulations of 37.5 hours per week. The successful candidate must be willing to work evenings and overtime as required.

This position requires occasional travel throughout the territory of the Consulate General of Canada in New York and, on occasion, to Canada.

Condition(s) of Employment:
• Eligibility for Government of Canada Reliability Status (RS).
• Have independent work authorization in the U.S. and status in accordance with U.S. protocol directives for foreign missions.
