Summary of position:
Under the general supervision of the Common Service Delivery Point (CSDP) Operations Manager, this position supervises Contracting & Procurement Assistants.

This officer is responsible for the provision of procurement and contracting specialist advice and guidance and services for the acquisition of goods and services up to the delegated trade agreements thresholds signed by Canada as well as materiel management services to client missions; and the management of information and documentation of the services in accordance with established policies, guidelines and procedures.

Some of the responsibilities are to:
- Plan, organize and lead the development, implementation, monitoring and evaluation of regional procurement and contracting goods and services
- Identify and recommend the most appropriate procurement strategy to meet client requirements and coordinates such contracting process with the appropriate client group in the CSDP network, in consultation with HQ Center of Expertise (CoE) as applicable
- Prepare the documentation for clients such as Request for Information (RFI), Request for Proposal (RFP), Request for Quote (RFQ) and Request for Standing Offer (RFSO) and reviews and provide feedback on Statement of Work ( SoW) and solicitation documentation
- Act as the Regional Contract Review Board (RCRB) Secretary in accordance with the RCRB’s terms of Reference. He reviews and presents procurement cases and documentation to the RCRB for approval, takes the follow-up action required by the Board and ensures full recordkeeping compliance for contracting audit purposes
- Provide training to mission clients of the network and members of the RCRB

Essential qualifications:
Language
- Fluency in English (reading, writing, speaking)

Education
- A university degree or vocational diploma in finance, commerce, business administration or a similar subject, OR an acceptable combination of education, training and experience

Experience
- At least three (3) years of significant experience within the last seven (7) years performing each of the following activities:
a) Procurement experience such as creating and amending contracts, developing and issuing competitive solicitations, managing contracts
b) Experience working in a high-paced professional office environment
c) Use of various word processing, data management and email software or systems such as the Microsoft Office Suite
d) Experience using SAP, FAS or another relevant enabling technology to create purchase orders (POs) and contracts or management of materiel or assets in inventory and warehousing
e) Providing advice and guidance to clients

Knowledge
- Operational knowledge of procurement or supply chain management

Abilities
- Ability to read, write and speak fluently and effectively in English language.

Operational Requirements:
1. The willingness and ability to work overtime may be an operational requirement
2. May be required to travel both locally and abroad

Condition(s) of Employment:
This position includes a 16 week training over 2 years that will be concluded by a Procurement Certification. The training will cover 7 modules and the first 4 weeks are full time. The rest of the training is on part time basis, but one more full time training week will be held in Canada prior to the certification exam. Therefore, the candidate must commit their participation to the two year training.

The successful candidate must:
1. Obtain and maintain the required level of security clearance from the Government of Canada for the duration of employment, including a criminal record and financial check.
2. If non-Philippine citizens, obtain and maintain the required work permit throughout the employment period.
3. Maintain a valid passport.
4. Meet the employer’s medical requirements by undergoing a medical evaluation by a physician.

Area of selection:
Open to Philippine nationals and expatriates eligible for a work permit, who are currently residing in the Philippines. Candidates who have previously applied for this position (deadline 28 January 2018 and 17 February 2018) do not need to re-apply.
