Summary of position:
Under the general supervision of the Readiness and Security Program Manager (RRSPM) of the Embassy of Canada in Beijing, China, the incumbent is responsible for providing services to enhance the Embassy of Canada’s operational and physical security planning, preparedness and resilience, to provide security analysis and prepare and deliver briefings on security matters, to contribute to maintaining a culture of security in the mission and to assist in the response to security incidents affecting its personnel, information and/or assets, and to contribute to the Embassy’s overall emergency management (EM) and business continuity planning (BCP).

Essential qualifications:
Education:
• Minimum Bachelor’s Degree from a recognized university, OR an acceptable equivalent through the combination of education and work experience

Language:
• Proficiency in English (reading, writing, listening and speaking)
• Proficiency in Mandarin (reading, writing, listening and speaking)

Experience:
• Minimum of one year recent experience in professional research, analysis and report writing on security and emergency management related issues
• Minimum of one year recent experience working with or liaising with security organizations, government authorities, civil society or non-profit organizations
• Experience in managing information and databases
• Experience in effectively managing sensitive communications
• Experience in providing administrative support

Knowledge:
• Knowledge of the Chinese security environment and its implications for Government of Canada
• Knowledge of Chinese government departments and agencies and their policies on security related matters
• Knowledge of information sources for security related matters
• Knowledge of security procedures and emergency management best practices
• Knowledge of incident command systems (ICS)

Abilities/skills:
• Ability to research and analyze various sources of information on the security environment, policies, issues, trends, and other information in order to provide cogent/timely intelligence in English (oral and written)
• Ability to prioritize, multi-task and organize own workload
• Ability to work productively under pressure and to meet deadlines
• Ability to perform accurate translation and interpretation from Chinese to English and vice versa

• Established contacts and working relationships with Chinese authorities related to security and emergency preparedness

Operational Requirements:
• Ability and willingness to work overtime on short notice as required
• Able to travel domestically and internationally as required

Condition(s) of Employment:
• Ability to obtain and maintain a valid working authorization in China. Per Chinese regulations, the Embassy / Consulates can only facilitate working visas for Canadian citizens
• Ability to obtain and maintain a valid “Reliability Status” security clearance

Area of selection:
This position is open to external applicants residing in China who are able to work or to obtain a work permit in China and employees occupying an indeterminate or term position in China Missions who meet all of the essential qualifications and whose applications are received by the closing date. Short-listed candidates should be able to participate in tests and/or interview in Beijing at own expense. The successful candidate will be required to relocate to Beijing at their own expense.
