Summary of position:
Under the general supervision of the Readiness and Security Program Manager (RSPM), with responsibility for providing security for Government of Canada staff, Canada Based Staff (CBS) dependants and mission operations in Saudi Arabia, Bahrain, Oman and Yemen, through the Embassy of Canada in Riyadh: conducts research and drafts reports for Saudi Arabia, Bahrain, Oman and Yemen; provides program support at the Embassy of Canada in Riyadh; liaises with local officials; creates and maintains networks with other security organizations in Saudi Arabia; provides translation, facilitation and interpretation services; assists in planning, preparation and implementation of mission’s emergency preparedness; and performs other duties as required. The position works in close coordination with Security Program colleagues including the RSPM, the Military Police Security Specialist (MPSS), and the local guard force, as well as with other Embassy programs.

Essential qualifications:
Candidates will initially be screened against the Essential Qualifications relating to education, experience and language. Candidates must clearly demonstrate in their cover letter and CV how they meet each of these essential qualifications.

Education:
• Successful completion of a bachelor’s level university degree / post-secondary diploma from a recognized institution

Language:
• Fluency in English (oral and written)
• Fluency in Arabic (oral and written)

Experience:
• A minimum of 2 years of recent working experience with an international organization, governmental organization, diplomatic mission or embassy in the area of emergency management and / or security management
• Experience in the field of Emergency and Crisis Management
• Experience in writing detailed security reports preferably in English
• Experience in building and maintaining a network of professional contacts
• Experience conducting related tasks such as organizing meetings, arranging logistics, writing briefing notes, reports, and letters
• Experience working in an office environment

*Recent is defined as within the past 5 years.

Rated Requirements
The Rated Requirements relating to knowledge, abilities and competencies will also be assessed. Methods of assessment may include, but are not limited to, a written examination, an oral interview, role-play, practical tests, presentations and/or psychometric assessment.

Knowledge:
• Security and emergency management environment throughout Saudi Arabia and the following other countries: Oman, Bahrain and Yemen
• Financial administration, including budgeting, invoices and processing (basic knowledge only required)

Abilities/Competencies:
• Communicate effectively orally and in writing in the languages identified above
• Work independently
• Meet tight deadlines and work under pressure
• Respond to sensitive emergency situations with urgency and discretion
• Act as translator between the local security community and Canada Based Staff (CBS)
• Microsoft Office: Excel, Word, Outlook and PowerPoint

Asset Qualifications:
Preference may be given to candidates who meet the Asset Qualifications. Where applicable, candidates must clearly demonstrate how they meet any asset qualifications in their cover letter and CV.

• Specialized education/training in corporate security, emergency management, or risk analysis
• Knowledge of mapping applications e.g. google maps
• Fluency in both official languages (French and English)
• Knowledge of Canada and Canadian Values and Ethics


Organizational Needs:

Operational Requirements:
• Be able to work during the regular business hours of the mission
• Ability to work overtime, periodic evenings and weekends during high work load periods and emergencies
• Ability and willingness to travel in the country
• Unassisted physical mobility and ability occasionally to lift up to 23 kg.

Condition(s) of Employment:
• Candidates must have a valid work authorization covering the entire employment period. If the employment is indeterminate, the work authorization should be permanent or itself lead to a permanent work authorization.

• Before an offer of employment can be made, candidates must provide a local address as proof of residence in the specific city, region or country so that if selected, it will appear on the offer letter.
• Obtain and maintain a reliability rating (security clearance) from the Government of Canada covering the entire employment period.
• A pre-employment medical exam will be required.
