Summary of position:
Under the general direction of the FPDS Counsellor, the Political and Public Affairs officer analyzes the political and governmental developments in Algeria and assesses the impact on Canadian interests as well as the Algeria-Canada relationship. The incumbent plans, coordinates and manages programs for the promotion of the interests of Canada in Algeria; plans, coordinates and manages the Press and Public affairs. He/she is a support to the Senior Management of the embassy, develops and manages a network of partners and contacts in within the Algerian and Canadian government, academic or political circles; and other related tasks.

Essential qualifications:
Candidates will initially be screened against the Essential Qualifications relating to education, experience and language. Candidates must clearly demonstrate in their cover letter and CV how they meet each of these essential qualifications.

Education:
• Bachelor’s degree from a recognized university in a relevant discipline such as political science, journalism, law, international relations, communications or economics.

Language:
• Fluency in French and Arabic (oral and written);
• Intermediate level in English (oral and written).

Experience:
• Minimum of three (3) years of recent* work experience in a diplomatic mission, an international non-governmental organization, a multilateral organization, a private company, or a government environment;
• Experience in the preparation of a variety of documents, briefing notes, presentations and in writing executive correspondence and reports;
• Excellent research, analytical, writing and reporting skills in an area of expertise, such as political affairs or international relations, related to the position.

*Recent is defined as within the past five (5) years

Rated Requirements
The Rated Requirements relating to knowledge, abilities and competencies will also be assessed. Methods of assessment may include, but are not limited to, a written examination, an oral interview, role-play, practical tests, presentations and/or psychometric assessment.

Knowledge:
• Knowledge of Algerian political and economic landscape and of Algeria’s role and priorities in the region (Maghreb, Africa, MENA), as well as globally.
• Knowledge of key stakeholders in Algeria’s political and economic situation (including government institutions, international organizations, media and others).
• Working knowledge of Microsoft Office (Outlook, Word, Excel, Powerpoint) and of popular social media applications/platforms (notably Facebook and Twitter), as well as internet research skills.

Abilities/Competencies:
• Adaptability and flexibility;
• Effective interpersonal skills;
• Excellent communication skills (oral and written);
• Sound judgement;
• Strong ethic, integrity and discretion.


Asset Qualifications:
Preference may be given to candidates who meet the Asset Qualifications. Where applicable, candidates must clearly demonstrate how they meet any asset qualifications in their cover letter and CV.

• Fluency in English;
• Knowledge of Berber;
• Master’s degree from a recognized university;
• Familiarity with Canada’s foreign policy and government priorities;
• Experience working for an Embassy or international organization.

Organizational Needs:
• Availability to begin in summer 2018.

Operational Requirements:
• Availability and willingness to work overtime when required;
• Availability and willingness to travel occasionally;
• Normal work week is 37.5 hours, from Sunday to Thursday.

Condition(s) of Employment:
• Candidates must have a valid work authorization covering the entire employment period. If the employment is indeterminate, the work authorization should be permanent or itself lead to a permanent work authorization;
• Before an offer of employment can be made, candidates must provide a local address as proof of residence in the specific city, region or country so that if selected, it will appear on the offer letter;
• Able to obtain and retain an enhanced reliability clearance (security clearance);
• Must be legally able to work in Algeria.
