Job Title:
Administrative Assistant – Canadian Police Mission in Ukraine (CPMU)

USD 16,350 to USD 23,523 (paid in UAH equivalent)

Summary of position:
In a matrix reporting environment, reporting functionally to the Foreign Policy and Diplomacy Service (FPDS) Program Manager and substantively to the Contingent Commander (or her/his designate) of the Canadian Police Mission in Ukraine (CPMU), and working closely with the teams at the CPMU and the Common Services at the Canadian Embassy to Ukraine, as part of a team comprised of Canadians and Ukrainians, the Administrative Assistant is primarily responsible for:

• providing accounting, financial services, and administrative support to the CPMU;
• auditing and preparing payment of invoices for all goods and services provided to the CPMU;
• auditing and preparing travel, hospitality and other claims submitted for payment by CPMU members and staff;
• maintaining financial records and reports in the Departmental Financial System;
• receiving and supervising the deposit and recording of all public funds;
• providing a variety of administrative services in support of: materiel management, procurement, and contracting;
• maintaining working relations with local bank personnel and suppliers; and,
• performing other duties as assigned.

Essential qualifications:
Candidates will initially be screened against the Essential Qualifications relating to education, experience and language. Candidates must clearly demonstrate in their cover letter and CV how they meet each of these essential qualifications.

Education:
• Successful completion of a university degree in Accounting or a related field from a recognized university, or a minimum two-year post-secondary diploma in Accounting or a related field from a recognized institution.

Experience:
• At least three (3) years’ *recent experience in accounting, book-keeping, financial administration or a similar field.
• Experience working in an office with a strong focus on client service orientation.

*Recent is defined as the performance of duties within the last five (5) years

Language:
• High level of proficiency in English (reading, writing and speaking)
• Native fluency in Ukrainian (reading, writing and speaking)

Rated Requirements
Candidates must also meet the Rated Requirements shown below, which will be assessed through any of the following: written test, oral communication, interview and reference checks.

Knowledge:
• Knowledge of Microsoft Excel, Outlook and Word use and features
• Knowledge of basic accounting and financial administration

• Experience working for a diplomatic mission or international organization

• Knowledge of Ukrainian banking regulations
• Knowledge of the Ukrainian business environment and regulations
• Knowledge of administrative office procedures and practices
• Knowledge of the principles of financial administration

Operational Requirements:
1. Ability and willingness to travel locally, primarily between the Embassy of Canada in Ukraine offices (primary work location) and the offices of the Canadian Police Mission in Ukraine, local businesses, staff quarters, etc. Travel outside of Kyiv is not anticipated.
2. Ability and willingness to work occasional overtime (evenings and weekends).
3. Hours of work: 37.5 hours per week, 5 days per week

Condition(s) of Employment:
• Candidates must have a valid work authorization covering the entire employment period. If the employment is indeterminate, the work authorization should be permanent or itself lead to a permanent work authorization.
• Before an offer of employment can be made, candidates must provide a local address as proof of residence in Ukraine so that, if selected, it will appear on the letter of offer.
• Obtain and maintain a reliability rating (security clearance) from the Government of Canada covering the entire employment period.
