Summary of position:
As a member of the Economic Affairs Department responsible for the Science and Innovation Sector (Mainland China and Hong Kong) at the Quebec Office in Shanghai, you will contribute to developing strategic collaborations between Quebec's research and innovation sectors and those of China, including developing and sharing industry knowledge, best practices and trends; providing services, advice and information to clients; establishing relationships with customers and local contacts; by solving problems as they arise, as well as by planning intervention strategies related to the Québec Research and Innovation Strategy, and carrying out an annual program of activities in research and innovation, may include hosting Quebec delegations in China, and vice versa, accompanying Chinese delegations in Quebec.

Essential qualifications:
• Minimum a Bachelor’s degree from a recognized university, OR an acceptable equivalent through the combination of education and work experience

• Proficiency in French (reading, writing, listening and speaking)
• Proficiency in Mandarin (reading, writing, listening and speaking)
• Proficiency in English (reading, writing, listening and speaking)

• Minimum five years’ recent experience in research and innovation, international commerce, trade promotion and investment attraction
• Experience in interacting with government offices and international companies and organizations
• Experience in working with visiting business and/or government delegations in the field of research and innovation
• Experience working with government agencies and international institutions and organizations in the field of research and innovation

• Knowledge of research, innovation and international business (investment, technology transfer and commercialization of innovations)
• Working knowledge of key industry sectors in Québec
• Working knowledge of key research and innovation sectors, provincial and municipal government and key players in the field of research and innovation in China, such as companies, research centers and associations

• Ability to identify potential strategic collaborations, and where applicable, technological partnerships, for Québec innovations and the ability to follow-up in order to support the conclusion of agreements between Quebec and Chinese actors in research and innovation
• Ability to utilize the most up-to-date communication technology to enhance her/his presentation
• Ability to write effective business correspondence and business or event reports in French and Chinese
• Ability to research, interpret sources of information and synthesize data to respond to requests for information from clients
• Ability to provide concise summary of different source of information to her/his supervisor and to present key messages of Québec to the Chinese audience
• Ability to perform translation and interpretation from Chinese to French and vice versa

Asset Qualifications:
• Master degree from a recognized university

• Experience in interacting with stakeholders in the research and innovation ecosystem in China and Quebec (government, research centers, companies, organizations and educational institutions) an asset.

Operational Requirements:
• Ability and willingness to work overtime on short notice as required
• Ability to travel domestically and internationally as required

Condition(s) of Employment:
• Ability to obtain and maintain a valid working authorization in China. Per Chinese regulations, the Embassy / Consulates can only facilitate working visas for Canadian citizens
• Ability to obtain and maintain a valid “Reliability Status” security clearance

Area of selection:
This position is open to external applicants residing in China and employees occupying an indeterminate or term position in China Missions who meet all of the essential qualifications and whose applications are received by the closing date. Short-listed candidates should be able to participate in tests and/or interviews in Shanghai at own expense. The successful candidate will be required to relocate to Shanghai at their own expense.
