Summary of position:
Under general direction of the Counsellor (Political) and Head of the Political and Public Affairs (FPDS) section, to provide strategic reporting and analysis for the area of responsibility, the incumbent will: 1. deliver the highest level of information-gathering, reporting, analysis and policy advice drawn from a wide-ranging background of regional politics, political affiliations and movements, institutional and social structures; 2. draw on a wide range of key contacts to advance bilateral relations, Canada’s interests and foreign policy priorities; 3. provide strategic planning for the FPDS section and use departmental reporting tools, draft speeches, and research and prepare responses to the Universal Periodic Review; 4.plan and organize high-level visits to and from the area of responsibility; and, 5.conceptualize public diplomacy and public engagement opportunities and work closely with the LE7 Political and Public Affairs Officer to execute and achieve consistent results.

Essential qualifications:
Language
 Fluency in English, written and spoken.

Education
 Bachelor’s degree from a recognized university
OR
 An equivalent combination of education, training, and/or work experience related to the duties and specific areas of competence required for the position.

Experience
 Minimum of three (3) years’ experience in the past five (5) years in providing senior-level policy advice or equivalent.
 Experience writing reports based on research and analysis of open source information as well
 Experience in building and maintaining a network of professional contacts.

Knowledge
 In-depth knowledge of the political and economic policy environment in Barbados and the members of the Organization of Eastern Caribbean States.
 General knowledge of the various government sectors and regulatory institutions in Barbados and other areas of accreditation.
 Proficiency in Microsoft Office and Social Media applications (i.e., Outlook, Word, Excel, PowerPoint, Facebook, Twitter, Instagram) and knowledge of web-based search engine.

Travel and Overtime
 Willingness and ability to travel on a regular basis to other countries/area of responsibility and to perform overtime, when required.

Abilities/Competencies
 Engage and communicate professionally, effectively and articulately, both verbally and in writing.
 Research, analyze, assess and evaluate information effectively to provide advice and recommendations and to write speeches.
 Manage multiple competing demands, organize time and work effectively.
 Work independently as well as being part of a larger team.
 Foster and maintain relations with key local government offices, officials and organizations, the media, private sector organizations and other diplomatic missions related to political and economic foreign policy.

 Eligibility for a Government of Canada Enhanced Reliability Status which includes a criminal record check, credit check, and validation of qualifications
 Be able and committed to working additional hours as required and on short notice including evenings and weekends
 Must be willing to undertake work-related travel
 Successful completion of a one-year probationary period.

Area of selection:
Open to Barbadian nationals and expatriates with work permit.
