Summary of position:
Under the supervision of the Head of Mission, the incumbent is responsible for advancing the Foreign Policy and Diplomacy Service objectives of the mission and supporting the related activities of the Head of Mission and other team members.

As a senior position within the Embassy, the standard expected of the incumbent is that which permits the Embassy to maintain the highest possible level of analysis and policy advice. As such, the position calls for a very experienced incumbent with a wide-ranging knowledge of South Sudanese society and politics and the relevant issues listed. Solid judgment borne from experience is required in providing advice. Strong inter-personal skills are required in dealing with contacts and networks. Abilities required include organizing information, prioritizing tasks, preparing work plans, and communicating effectively.

• Provides information, analyses, analytical reporting and advice on South Sudan social, political, and economic issues, peace and security, gender equality, human rights, rule of law, and subnational governance, and contributes to Embassy strategic planning in these areas.
• Coordinates outreach activities of the Embassy with relevant stakeholders, and in this regard develops and maintains a network of contacts.
• Initiates, organizes and oversees the Embassy’s program of information activities (social media, website).
• Assists in the planning and execution of official and working visits from/to Canada, and special events.

The incumbent may be asked to provide translation and interpretation services to the Head of Mission, non-resident accredited diplomats, and visiting missions, from English into local languages.


Essential qualifications:
Candidates will initially be screened against the Essential Qualifications relating to education, experience and language. Candidates must clearly demonstrate in their cover letter and CV how they meet each of these essential qualifications.

Education:
• University Degree

Language:
• English – fluent in reading, writing and speaking

Experience:
• At least five (5) years of recent experience working in a professional, international job role in a corporate environment (recent is defined as within the past 10 years).
• Experience writing analytical reports
• Experience providing verbal briefings/delivering presentations

Rated Requirements
The Rated Requirements relating to knowledge, abilities and competencies will also be assessed. Methods of assessment may include, but are not limited to, a written examination, an oral interview, role-play, practical tests, presentations and/or psychometric assessment.

Knowledge:
• Knowledge of South Sudan society and politics
• Knowledge of relevant issues (social, political, and economic issues, peace and security, gender equality, human rights, rule of law, and subnational governance).

• Effective written communication skills English
• Ability to communicate well orally and in writing, including formal briefings orally and in writing;
• Ability to prepare formal written correspondence and analytical reports;
• Ability to build and maintain professional networks;
• Ability to co-ordinate conflicting priorities, and to meet strict deadlines, often dealing with last-minute requests;
• Ability to use standard office software (Windows, MS Office suite);
• Ability to translate documents and articles from local languages into English, and to interpret as needed;

Asset Qualifications:
Preference may be given to candidates who meet the Asset Qualifications. Where applicable, candidates must clearly demonstrate how they meet any asset qualifications in their cover letter and CV.

• Degree specializing in political science or relevant social sciences.
• A master’s degree
• Experience doing research
• Ability to communicate in a local language
• Ability to communicate in French
• Ability to communicate in Arabic – local dialect (Juba Arabic) acceptable


Organizational Needs:

Operational Requirements:
• Normal hours of work are 9am to 5pm, Monday to Friday
• Occasional overtime will be required
• Occasional travel within South Sudan may be required

Condition(s) of Employment:
• Candidates must have a valid work authorization covering the entire employment period. If the employment is indeterminate, the work authorization should be permanent or itself lead to a permanent work authorization.
Please note that the Embassy of Canada to South Sudan does not sponsor work authorizations directly or indirectly.
• Before an offer of employment can be made, candidates must provide a local address as proof of residence in the specific city, region or country so that if selected, it will appear on the offer letter.
• Obtain and maintain a reliability rating (security clearance) from the Government of Canada covering the entire employment period.
