Summary of position:
Under the direction of the Development Program Manager, the Development Officer (DO) shall assist in the planning, implementation and monitoring of Canadian-funded development projects in Tunisia. The DO shall be responsible for managing and administering a portfolio of projects, including financial management and sector-focused donor coordination efforts.

The DO shall represent Canada at relevant meetings, as requested by Development Program Manager, and shall explore opportunities for improving aid effectiveness of Canadian programming. The DO shall endeavour to align Canada’s interventions with the local government’s national objectives; assist with the implementation of bilateral and non-bilateral programmes (including humanitarian assistance projects) and shall be responsible for Canadian-funded projects in the area of development and other sectors as required and accomplish other duties required by program needs including public relations and hospitality functions.

Essential qualifications:
Candidates will initially be screened against the essential qualifications relating to education, experience and language. Candidates must clearly demonstrate in their cover letter and CV how they meet each of these essential qualifications.

Education:
• Master’s degree or equivalence from an internationally accredited institution/university.

Language:
• Fluency in French (reading, writing and speaking)
• Fluency in English (reading, writing and speaking).
• Fluency in Arabic (reading, writing and speaking).

Experience:
Significant experience is required in a variety of areas within the last 5 years. Significant experience is defined as breadth, richness, and diversity normally associated with a wide range of complex activities.:

• Significant experience in a senior role in research and analysis; writing reports, briefing notes and presentations; and providing recommendations and strategic advice on issues related to international development in Tunisia.
• Significant experience in a senior role in implementation of results-based management principles in project management and monitoring.
• Significant experience in a senior role in networking and management of partnerships with Tunisian governmental or non-governmental organizations (civil society and the private sector), multilateral institutions or donors in Tunisia or abroad.

Rated Requirements
The rated requirements relating to knowledge, abilities and competencies will also be assessed. Methods of assessment may include, but are not limited to, a written examination, an oral interview, role-play, etc.

Knowledge:
• Knowledge of mandates, development policies and programs, objectives and priorities of Global affairs Canada and other partners in the area of international development cooperation.
• Knowledge of current international issues affecting developed and developing countries, and of development issues facing Tunisia in particular.
• Knowledge of local resources involved in development.
• Knowledge of cross-cutting themes, including, gender, environment, inclusive governance,
women's empowerment, growth, peace and security, etc.
• Knowledge and active use of social media and advanced use of Microsoft Office (Word, Excel, Outlook)

Abilities:
• Ability to analyze, plan and manage all aspects of projects and program management including financial and contracts management, supervision of consultants in a range of disciplines in order to achieve expected results.

Asset Qualifications:
Preference may be given to candidates who meet the Asset Qualifications. Where applicable, candidates must clearly demonstrate how they meet any asset qualifications in their cover letter and CV.

Operational Requirements:
• Must be willing to work irregular hours and overtime, be available on call outside normal business hours

Condition(s) of Employment:
• Candidates must have a valid work authorization covering the entire employment period.
• Before a job offer can be made, applicants must provide a local address as proof of residency, to the country, city or region given that if selected.
• Obtain and retain an enhanced reliability clearance (security clearance). The appointment of the successful candidate will be subject to Medical Clearance and Reliability Check (RC) obtained by the Administration and security sections of the Embassy.
