Summary of position:
Under the general supervision of the Detachment Commander of the Military Police Security Service (MPSS) in accordance with the instructions of the Mission Security Officer (ASM) of the Canada's diplomatic representations in Belgium (referred to as Mission), the incumbent is responsible for providing services to enhance the planning, preparedness and resilience of the operational and physical security of the Mission. The incumbent is responsible for providing security analysis, preparing and providing briefings on security issues, contributing to maintaining a culture of security in the mission, and assisting in the response to security incidents that affect its staff, information and assets; and contributes to the Mission's overall emergency management (EMR) and Business Continuity Planning (BCP).

Essential qualifications:
Candidates will initially be screened against the Essential Qualifications relating to education, experience and language. Candidates must clearly demonstrate in their cover letter and/or CV how they meet each of these essential qualifications. It is not sufficient to simply state responsibilities. They must also demonstrate and explain how they meet the criteria, not simply list the criteria they meet.

Education:
• A bachelor's degree from a recognized university in a field related to the position* OR a combination of education/training and at least five (5) years of experience in a field related to the position*.

* An area related to the position is defined as defense, security, safety, police, military forces, crisis management, administration, and corporate security coordination.

Language:
• Ability to communicate effectively* in French (reading, writing, and speaking);
• Ability to communicate effectively* in English (reading, writing, and speaking);
• Good knowledge** of Dutch (reading and speaking)

*NB. Communicate effectively is considered to be the equivalent to B2 level per the Common European framework of reference for languages .
**NB. Good knowledge is considered to be the equivalent to B1 level per the Common European framework of reference for languages.

Experience:
• Experience working with or liaising with State Security institutions (e.g. Federal police, Military forces) or International Security institutions (e.g. Security Officer at an embassy or a UN agency) for a consecutive period of three (3) years minimum within the last eight (8) years.

Rated Requirements
The Rated Requirements relating to knowledge, abilities and competencies will also be assessed. Methods of assessment may include, but are not limited to, written examinations, an oral interview, role-play, practical tests, presentations and/or psychometric assessments.

Knowledge:

• Knowledge of the Belgian security environment, as well as the structures and organizations of the Belgian security forces;
• Knowledge of security procedures;
• Knowledge of best practices in emergency management;
• Knowledge of computer literacy and ability to find, gather and quickly summarize relevant information from a variety of sources, including social media;
• Knowledge of administrative procedures (text preparation and formatting, official correspondence management, letters, e-mails and filing).

Abilities/Competencies:
• Ability to use Microsoft Office computer software (Outlook and calendar messaging, Word, PowerPoint and Excel).

Asset Qualifications:
Preference may be given to candidates who meet the Asset Qualifications. Where applicable, candidates must clearly demonstrate how they meet any asset qualifications in their cover letter and/or CV.
• Basic knowledge of financial management, budgets including invoice processing;
• Proficiency in Dutch (reading, writing, and speaking).

Organizational Needs:

Operational Requirements:
• Must be available to work overtime, evenings or weekends during times of emergency.

Condition(s) of Employment:
• Candidates must have a valid work authorization covering the entire employment period. If the employment is indeterminate, the work authorization should be permanent or itself lead to a permanent work authorization.
• Before an offer of employment can be made, candidates must provide a local address as proof of residence in Belgium so that if selected, it will appear on the offer letter.
• Candidates who hold visas, electronic A-cards or non-renewable documents, such as student visas, can not apply for this job, unless they are exempted from the obligation to obtain a work permit.
• Documentation proving your citizenship and allowing you the right to work in Belgium is required upon applying.
• A reliability rating (security clearance) is required to obtain this position at the Canadian Embassy in Brussels and will be subject to audits. This rating must be maintained throughout the employment - loss of the latter employment is sufficient reason to dismiss the employee.
