Summary of position:
Reporting to the Consul (Management & Consular Affairs), the Common Service Officer (CSO) assists in the delivery of Common Services’ objectives and goals including but not limited to financial and HR services; provides both routine and non-routine information and develops related documentation; provides complex Common Service support and services; provides services to the mission’s client base and initiates proactive collaboration; supervises other Common Service staff, and performs other duties as and when required. The CSO supports program delivery through proactive cooperation with the Washington Common Service Delivery Point (CSDP) by implementing, at the client mission, mutually agreed upon procedures, communications, events, policies, and seeking input and suggestions from the CSDP as applicable and provides feedback/input as required.

Essential qualifications:
 Fluency in English, written and spoken.

 Bachelor’s degree from a recognized university.
 An equivalent combination of education, training, and/or work experience related to the duties and specific areas of competence required for the position.

 Minimum of three (3) years’ experience in the past seven (7) years working in an international organization in following areas (Candidate must have experience in all the areas mentioned below).
 Finance: Budget planning, management and reporting.
 Human Resources: demonstrated previous experience in recruitment.
 Minimum of one year’s experience in supervising staff.

 In-depth knowledge of financial procedures and budget planning.
 Knowledge of general human resources/labour relations practices as well as specific practices in Barbados.
 Proficiency in Microsoft Office applications (i.e., Outlook, Word, Excel, PowerPoint) and knowledge of web-based search engine.

Asset Qualifications:
 Accounting certification

 Experience working in a diplomatic/consular mission.
Experience in performance issues and other sensitive HR issues.

 Fluency in French, written and spoken

Condition(s) of Employment:
 Eligibility for a Government of Canada Enhanced Reliability Status which includes a criminal record check, credit check, and validation of qualifications
 Be able and committed to working additional hours as required and on short notice including evenings and weekends
 Must be willing to undertake infrequent work-related travel
 Successful completion of a one-year probationary period.

Area of selection:
Open to Barbadian nationals, CARICOM nationals eligible for a work permit, and expatriates with a valid work permit.
