Summary of position:
Under the general supervision of the Management and Consular Officer at the Embassy of Canada in Riyadh, Kingdom of Saudi Arabia, the Common Services Officer (CSO) will manage the Human Resources portfolio for the whole Mission. The CSO will be responsible for, but not limited to: supervising at least one Assistant; preparing and processing payroll for Locally Engaged Staff (LES); preparing, maintaining and archiving all HR documentation and contracts; providing advice and support to internal clients regarding staffing and ensuring established policies, guidelines and procedures are followed at all times; managing the Training Plan; coordinating the Performance Management Program; supporting the Financial Resources Manager; and performing other duties as required.

Essential qualifications:
Candidates will initially be screened against the Essential Qualifications relating to education, experience and language. Candidates must clearly demonstrate in their cover letter and CV how they meet each of these essential qualifications.

• Successful completion of a university degree from a recognized university

• Fluent in English (oral and written)
• Fluent in Arabic (oral and written)

• Experience working in an office environment in an administrative and client service management capacity for a minimum of five (5) years

Rated Requirements
The Rated Requirements relating to knowledge, abilities and competencies will also be assessed. Methods of assessment may include, but are not limited to, a written examination, an oral interview, role-play, practical tests, presentations and/or psychometric assessment.

• Knowledge of Microsoft Office (Word, Excel, Outlook)
• Knowledge of standard office procedures and practices

• Strong financial skills
• Ability to search and analyze information to make recommendations regarding financial and HR matters;
• Sound judgement and attention to detail;
• Ability to work independently as well as efficiently in a team environment;
• Client oriented;
• Effective interactive communication – oral and written;
• Discretion, honesty, integrity, flexibility and adaptability;

Asset Qualifications:
Preference may be given to candidates who meet the Asset Qualifications. Where applicable, candidates must clearly demonstrate how they meet any asset qualifications in their cover letter and CV.

• Knowledge of Local Labour law
• Master’s degree in a related field e.g. human resources
• Experience working for a diplomatic mission or an international organization
• Knowledge of French (oral and written)
• 3 years dedicated to Human Resources and Finance.

Organizational Needs:

Operational Requirements:
• Ability to work overtime (evenings and weekends)
• Annual leave during the summer period may be restricted due to operational needs
• Ability to work in diverse international and cultural environments
• Willingness to undergo training

Condition(s) of Employment:
• Valid passport and Saudi residency permit (Iqama)
• Must be a legal resident of the Kingdom of Saudi Arabia and eligible to work therein
• Iqama transfer required
• Obtain and retain an enhanced reliability clearance (security clearance)
• Successful completion of a one (1) year probation period
• Successful candidates must pass a routine medical examination
