Summary of position:
Under the general direction of the Senior Trade Commissioner (Clients, Capital, Innovation and Research team), the TC (IFIs) manages the Embassy’s Office of Liaison with the International Financial Institutions (OLIFI Beijing), which leads on the international business development program for Beijing-based international development institutions, notably the Asia Infrastructure Investment Bank (AIIB).

Major responsibilities of the Trade Commissioner include: implementing OLIFI’s current business plan, annually developing an updated business plan, providing high quality TCS services to Canadian business clients and partners, the Canadian network of Trade commissioners, developing and maintaining a solid local and global contact network related to AIIB, and other, relevant projects, preparing and disseminating market information and business leads to Canadian clients, initiating and managing priority trade development activities where appropriate, and working with and supporting relevant government departments, crown corporations and other Canadian stakeholders with respect to engagement with the AIIB. In addition, the Trade Commissioner will monitor other relevant international organizations, businesses and stakeholders related to activities and projects of the AIIB.

As a member of the Trade Commissioner Service, the incumbent will contribute to advancing Canada’s global commerce by, among others, developing and sharing knowledge of the marketplace; providing service, advice and information to clients; building relationships with clients and local contacts; etc.

Essential qualifications:
Education:
• Bachelor’s or equivalent degree from a recognized university in a field related to the position, including but not limited to: commerce, finance, and economics

Language:
• Proficiency in English (reading, writing, listening, speaking)
• Proficiency in Mandarin Chinese (reading, writing, listening, speaking)

Experience:
• A minimum of 8 years of recent and direct experience in international business development
• Experience in managing client and stakeholder relationships and in providing client service support to customers/clients
• Experience in developing and leveraging a strong global network
• Experience in project management
• Experience in providing strategic advice, briefings, and written reports to management and/or clients on international business issues; and
• Experience in using social media tools for promotion and/or to generate new business opportunities

Knowledge:
• Knowledge of the role of International Financial Institutions
• Knowledge of procurement processes of International Financial Institutions, governments, and other relevant organizations
• Knowledge of international business (exporting, importing, technology transfer, etc.)
• Knowledge of the value proposition of Canadian firms relevant to the position; and
• Knowledge of trends and recent developments in Canadian trade and economic policy

• Secure, prepare for, conduct, and provide follow-up to outcalls, business pitch

Asset Qualifications:
Education:
• A graduate degree from a recognized university relevant to the position

Language:
• Proficiency in French (reading, writing, listening, speaking)

Experience:
• Experience working at an International Financial Institution
• Experience working with foreign business to access procurement opportunities
• Experience in developing networks in key member countries of the AIIB, World Bank, or other relevant organizations
• Experience in working with visiting business and/or government delegations

Organizational Needs:

Operational Requirements:
• Ability and willingness to work overtime on short notice as required
• Ability to travel domestically and internationally as required

Condition(s) of Employment:
• Ability to obtain and maintain a valid working authorization in China. Per Chinese regulations, the Embassy / Consulates can only facilitate working visas for Canadian citizens
• Ability to obtain and maintain a valid “Reliability Status” security clearance


Area of selection:
This position is open to external applicants residing in China and employees occupying an indeterminate or term position in China Missions who meet all of the essential qualifications and whose applications are received by the closing date. Short-listed candidates should be able to participate in tests and/or interviews in Beijing at their own expense. The successful candidate will be required to relocate to Beijing at their own expense.
