Summary of position:
This is a Readiness and Security Program-specific position reporting to the Readiness and Security Program Manager (RSPM). The RSPM is mandated to play a leadership role in mitigating, preparing for, responding to and recovering from emergencies affecting Canadians or Canadian interests in Ukraine, including business continuity of the Embassy of Canada in Ukraine, as well as managing security risks to the people, information, assets and operations of the Embassy of Canada in Ukraine. Under the general supervision of the RSPM, the RSPO works in a team environment to provide operational, planning, administrative and client services to support the RSPM in delivering on his mandate for the Canadian Embassy in Ukraine.

Essential qualifications:
Candidates will initially be screened against the Essential Qualifications relating to education, experience and language. Candidates must clearly demonstrate in their cover letter and CV how they meet each of these essential qualifications.

Education:
• University degree from a recognised institution.

Language:
• Fluency in English (spoken and written);
• Fluency in Ukrainian (spoken and written);

Experience:
• Two years of experience in the field of Security and/or Emergency and/or Crisis Management and/or Business Continuity;
• Experience in providing advice based on research and analysis of information; and,
• Experience in developing and implementing operational procedures, processes, best practices and guidelines for security and / or emergency management.

Rated Requirements
The Rated Requirements relating to knowledge, abilities and competencies will also be assessed. Methods of assessment may include, but are not limited to, a written examination, an oral interview, role-play, practical tests, presentations and/or psychometric assessment.

Knowledge:
• In-depth knowledge of the Ukrainian environment including: geography, culture, language, values, ethics, social conventions and customs, local structures, in particular the functioning and organization of law enforcement. The RSPO must be able to interpret the observations of the environment in their socio-political and security context, including in times of crisis;
• Knowledge of security concepts, standards and practices in the context of managing security risks to the people, information, assets and operations and the accountability of the Government of Canada;
• Knowledge of emergency management, standards and practices in the context of mitigating, preparing for, responding to, and recovering from emergencies affecting Canadians or Canadian interests; and,
• Knowledge and respect of the concepts contained in the Values and Ethics Code of the Government of Canada; and,
• Knowledge and understanding of the principles of Gender-based Analysis Plus.

Competencies:
• Microsoft Office: Excel, Word, Outlook and PowerPoint
• Perform research and analyse information, online or otherwise;
• Conduct threat, vulnerability and/or risk assessments;
• Conduct security, emergency and/or business continuity planning;

Asset Qualifications:
Preference may be given to candidates who meet the Asset Qualifications. Where applicable, candidates must clearly demonstrate how they meet any asset qualifications in their cover letter and CV

• Specialized education in corporate security, emergency management, or risk analysis;
• Working experience with an international organization, governmental organization, diplomatic mission or embassy in the area of emergency management and/or security;
• Experience in cultivating networks of contacts and liaising with counterparts in other organizations;
• Experience in writing detailed reports based on research and analysis of information;
• Experience in navigating Ukrainian laws, regulations, processes and marketplaces related to security and / or emergency management;
• Fluency in Russian (spoken and written); and,
• Fluency in French (spoken and written).

Organizational Needs:

Operational Requirements:
• Ability to work during the regular business hours of the Embassy;
• Ability to work overtime, periodic evenings and weekends on a regular basis, during periods of high work load or emergency; and,
• Be willing to travel in the country;

Condition(s) of Employment:
• Candidates must have a valid work authorization covering the entire employment period. If the employment is indeterminate, the work authorization should be permanent or itself lead to a permanent work authorization.
• Before an offer of employment can be made, candidates must provide a local address as proof of residence in the specific city, region or country so that if selected, it will appear on the offer letter.
• Obtain and maintain a reliability rating (security clearance) from the Government of Canada covering the entire employment period.
