Summary of position:
Under the direction of the First Secretary (Political and Public Affairs), the Program Officer is responsible, with autonomy, for the Public Affairs Department (promotion of interests, cultural program, media relations, social media), and support for the Political Analysis program.

He / she is responsible for participating in the development of the Public and Cultural Affairs Strategy and helping to achieve the public affairs objectives of the Mission. The officer must maintain a network of contacts with key individuals in Senegal who can increase visibility and promote the priorities and achievements of the Canadian government through social media and the press.

He / she is also responsible for contributing to the objectives of the section's Political program, preparing regular reports, carrying out targeted research as well as analyses of specific issues determined by the First Secretary and / or the Political and Public Affairs Counsellor.


Essential qualifications:
Candidates will initially be screened against the Essential Qualifications relating to education, experience and language. Candidates must clearly demonstrate in their cover letter and CV how they meet each of these essential qualifications.

Education:
• Bachelor’s degree from a recognized university or an equivalent combination of education, training and/or experience.

Language:
• Fluency in French (spoken and written) and English (written);
• Knowledge of Wolof (oral comprehension)

Experience:
• Have a significant work experience *:
o In the area of Public Affairs and communications (i.e. event planning, project management, collaboration with partners, media relations, advocacy)
o In the use of social media tools for business promotion, branding or advocacy initiatives
o In providing strategic advice, briefing sessions and written reports to management and / or clients on strategic or policy issues

* Significant experience = at least three years of relevant work experience (experience of various criteria can be combined to total a total of three years).

Rated Requirements
The Rated Requirements relating to knowledge, abilities and competencies will also be assessed. Methods of assessment may include, but are not limited to, a written examination, an oral interview, role-play, practical tests, presentations and/or psychometric assessment.

Knowledge:
• Knowledge of social media and new approaches to digital communication (Facebook, Twitter, Instagram, Hootsuite, etc.)
• Knowledge of managing the financial aspects of a program for example, working with budgets, tracking expenditures and analyzing financial and budget reports;
• Knowledge of key stakeholders in Senegal's political and economic situation (including non-governmental organizations, government institutions, international organizations, the media, academic and cultural institutions);
• Knowledge of Microsoft Office and associated programs for example Word, Excel, PowerPoint.

Abilities/Competencies:
• Ability to work under pressure and meet deadlines;
• Ability to interact effectively with various stakeholders and establish a network of professional contacts;
• Ability to analyze information and make recommendations;
• Ability to work independently and within a team;
• Effective interactive communication (oral and written);
• Initiative and creativity;
• Sense of planning and organization.

Asset Qualifications:
Preference may be given to candidates who meet the Asset Qualifications. Where applicable, candidates must clearly demonstrate how they meet any asset qualifications in their cover letter and CV.

• Knowledge of Canada's foreign policy and governmental priorities;
• Knowledge of bilateral relations between Canada and Senegal;
• Knowledge of political and development issues in Cabo Verde, The Gambia, Guinea and Guinea-Bissau

Organizational Needs:

Operational Requirements:
• The regular hours of work for the incumbent are in accordance with the regulations for locally engaged staff, ie 37.5 hours per week. The successful candidate must be able to work overtime on evenings and / or weekends as needed.
• Be able to attend meetings outside working hours as needed;
• Be able to travel in Senegal and to the various countries of accreditation as needed.

Condition(s) of Employment:
• Applicants must have a valid work permit covering the entire period of employment. If the position is of an indeterminate nature, the work permit should be permanent or itself able to lead to a permanent work permit.
• Before a job offer can be made, applicants must provide a local address as proof of residency, in the country, city or region given that, if selected, will appear on the letter of offer.
• Obtain and maintain a Government of Canada Reliability Status (security clearance) covering the entire period of employment
