Summary of position:
Under the supervision of the Senior Consular Officer, receive clients and process passport and proof of citizenship applications and notary service requests; provide advice and information to clients face-to-face and via email on various consular services; provide administrative services in support of the Consular program; perform other duties as required.

Essential qualifications:
Screening Criteria

- Fluent in English and Tagalog (read, write, and speak)

- Bachelor’s degree from a recognized university or an acceptable combination of education, training, and work experience related to the duties and specific areas of competence required for the position

- Minimum of two years’ experience in an office environment
- Face-to-face customer service related work experience which required judgement, empathy, understanding, and attention to detail, including problem solving/troubleshooting with clients

Rated Qualifications

- Knowledge of general office procedures and practices
- Knowledge of various computer applications

Personal suitability:
- Effective interpersonal skills, sound judgement, professional integrity, tact, discretion, initiative, adaptability and flexibility, thoroughness and capacity to establish and maintain effective and professional working relationships with clients, colleagues, and supervisors

Abilities / Competencies:
- Provide advice to clients and maintain a high level of customer service
- Multi-task and manage time effectively while maintaining attention to detail and quality of work
- Plan, prioritize and organize day-to-day tasks and deliverables
- Understand and apply service standards, policies, and regulations with judgement and discretion
- Deal with difficult / angry clients effectively
- Ability to adapt quickly to procedural and technological changes
- Ability to follow predefined procedures and parameters and apply policies
- Ability to exercise tact, discretion and understanding when dealing with clients
- Capability to deal on a daily basis with the public in a fast-paced and pressured work environment

Asset Qualifications:
- Knowledge of French (read, write, and speak)

- Experience in dealing with local government agencies
- Knowledge of the Philippines, including government offices relevant to the provision of consular services to Canadians

Organizational Needs:
Working hours:

Mondays-Thursdays: 07h30-16h15
Fridays: 07h30-12h00

Operational Requirements:
This is a specified-term position until 31 March 2020, whose duration may be extended OR converted to an indeterminate position, depending on operational requirements.

Condition(s) of Employment:
The successful candidate must:

1. Obtain and maintain the required level of security clearance from the Government of Canada. This involves, among other things, criminal record checks, credit checks, and validation of qualifications.

2. The successful candidate must also meet medical requirements as defined by the employer and will be asked to undergo a medical evaluation by a physician.

3. Be able and committed to working additional hours as required, and on short notice, including evenings and weekends.

4. Successfully pass the Passport Canada training course which allows for the delivery of the Passport Program within the probationary time (training will be provided).

Area of selection:
Open to Philippine nationals and expatriates eligible for a work permit, who are currently residing in the Philippines
