Summary of position:
Under the direction of the Management and Consular Officer, the incumbent will;

Develop and implement a planned program of real estate maintenance. The property consists of the following: office buildings; residential homes; land; recreational facilities; utilities, that is, drinking water treatment system, sewerage systems, electrical power systems, control system and air conditioners, solid waste treatment system and oil storage tanks, etc.

• Manage, in collaboration with the MCO, properties owned or rented by the Crown for the best value for money and good stewardship based on a life cycle management approach;
• Plan and administer activities related to the installation of Canadian employees, including the repair of housing, supply and maintenance of furniture, equipment and appliances, etc.
• Plan, design, perform and evaluate projects of simple complexity and / or technically complex projects of low value in terms of time, cost, scope and quality, in accordance with departmental policies. These projects included capital, acquisition / lease, disposition, renovation and maintenance projects;
• Prepare work statements, project specifications or tender documents;
• Make detailed estimates of costs;
• Manage project budgets and resources;
• Establish and maintain project schedules;
• Prepare and maintain contract documents. Documents include quotes, contracts, standing offers, purchase requisitions and invoices;
• Manage contracts for the acquisition of professional goods and services. These contracts include standing offers, maintenance contracts for real estate, equipment and fixed equipment;
• Establish and maintain contact with the local capital and construction industries;
• Perform quality checks and reviews at all stages of service delivery to ensure that all schedule, cost, and quality objectives are achieved to the satisfaction of the client;
• Prepare estimates and needs as part of the embassy's planning and budgeting process;
• Ensure ongoing communication with the manager regarding work progress, costs and deadlines;
• Provide advice and technical expertise for the manager;
• Plan, organize and manage the work of the property team;
• Supervise employees;
• Plan and administer on-site and in-country purchases of necessary goods and materials, ensuring the best value for money and stewardship;
• Establish and maintain inventories to identify and locate assets and materials.

Essential qualifications:
Candidates will initially be screened against the Essential Qualifications relating to education, experience and language. Candidates must clearly demonstrate in their cover letter and CV how they meet each of these essential qualifications.

• A recognized graduate degree with specialization in engineering, architecture or applied science or in any other field relevant to the vacancy OR an acceptable combination of study, training and experience.

• Fluency in French and Arabic (spoken and written).

A minimum of three years recent professional experience* in one of the following areas:
• In the management of real estate and construction projects or the management of projects in a following construction / engineering discipline: architecture, civil engineering, mechanical engineering or electrical engineering (office layout, commercial construction, real estate, site supervision);

• In the real estate portfolio management;

• In the provision of services in one or more areas of construction, civil engineering applied to all stages of project execution (design, monitoring and acceptance).

* 'Recent professional experience' refers to experience gained in the five (5) years immediately preceding the closing date mentioned in this job opportunity. However, affiliation as a member of a professional order in a specialty related to the duties of the position or a postgraduate degree and professional experience in areas relevant to the position to be filled may be considered to establish the minimum years of experience.

Rated Requirements
The Rated Requirements relating to knowledge, abilities and competencies will also be assessed. Methods of assessment may include, but are not limited to, a written examination, an oral interview, role-play, practical tests, presentations and/or psychometric assessment.

Asset Qualifications:
Preference may be given to candidates who meet the Asset Qualifications. Where applicable, candidates must clearly demonstrate how they meet any asset qualifications in their cover letter and CV.

• Masters-level education in project management;
• Other recognized training in the practice of civil engineering or architecture;
• Certification in Project Management.

• Recent experience in an international organization or diplomatic mission;
• Experience in the research and analysis of specifications, the development of specifications for construction work, maintenance, etc;
• Experience in the management of service contracts;
• Experience working in a multidisciplinary team;
• Experience in coordination of human and financial resources;

• Technical knowledge related to the field of construction and equipment of a diplomatic complex;
• Knowledge of the application of standards, guidelines, laws and regulations relating to the execution of construction projects;
• Knowledge of Canada's second official language (English).

Organizational Needs:

Operational Requirements:
• Working hours: 37.5 per week. The hours of work are determined by the supervisor and the employee;
• Must be willing to work irregular hours and overtime and be available on-call outside normal working hours;
• Must be willing to travel if necessary.

Condition(s) of Employment:

• Ability to obtain and maintain a reliability level security clearance.
