16,363,791 FCFA (per annum), plus 13th month bonus in December.

This position is a LES (Locally Engaged Staff) position, subject to the Terms and Conditions of Employment for LES in Burkina Faso beginning in February 2019 and ending in March 2020, with the possibility of extension or becoming indeterminate based on operational needs.

Summary of position:
Under the supervision of the Counselor (Administration) and Consul, the responsibilities of this position may include, but are not limited to:

• Providing a wide range of consular services (including emergency assistance) to Canadians in Burkina Faso;
• Providing passport and citizenship services to the Canadian community in Burkina Faso and in collaboration with the Consular Assistant of the Consulate in Benin;
• Providing legal and notarial services in accordance with all Canadian regulations, laws and procedures, including the Canada Evidence Act and provincial legislation;
• Establishing and maintaining effective relationships with host country authorities and agencies and other diplomatic missions to facilitate the delivery of consular services, developing and implementing outreach and communication activities, including a social media component;
• Administering the Consular Service Cost Recovery Programs; remittances and other consular financial services;
• Supporting the program manager in emergency management, particularly in the definition of preventative measures to support Canadians traveling or residing in the territory of accreditation;
• Performs other duties.

Essential qualifications:
Candidates will initially be screened against the Essential Qualifications relating to education, experience and language. Candidates must clearly demonstrate in their cover letter and CV how they meet each of these essential qualifications.

Education:
• A degree from a recognized university OR an acceptable combination of training and work experience related to the specific duties and areas of skill required by the position.

Languages:
• Proficiency in French (oral and written);
• Elementary* level in English (oral and written).

*Elementary is defined as the capacity to understand the language in basic, daily situations and to understand and use simple expressions.


Experience:
• Minimum of two (2) years of experience in a customer service role in an embassy, consulate, international organization or office conducting work involving consular affairs OR the application of regulatory frameworks, customer services or other closely-related experience;
• Experience working on the preparation of various documents, briefing notes and presentations, and writing correspondence and reports;
• Experience in the use of information management systems or qualitative and quantitative databases.

Rated Requirements
The Rated Requirements relating to knowledge, abilities and competencies will also be assessed. Methods of assessment may include, but are not limited to, a written examination, an oral interview, role-play, practical tests, presentations and/or psychometric assessment.

Knowledge:
• Knowledge of consular services offered at an embassy;
• Knowledge of the Vienna Convention on Diplomatic / Consular Relations;
• Knowledge of Microsoft Office: Excel, Word, Outlook;
• Knowledge of case management principles and practices.

Asset Qualifications:
Preference may be given to candidates who meet the Asset Qualifications. Where applicable, candidates must clearly demonstrate how they meet any asset qualifications in their cover letter and CV.

• Experience in the provision of consular services.


Organizational Needs:

Operational Requirements:
• Regular hours of work: 8 am to 5 pm.
• Availability to work overtime as needed, and on short notice.
• Ability to travel within the country, Benin and elsewhere as needed.

Condition(s) of Employment:
• Candidates must have a valid work permit covering the entire period of employment. Before a job offer can be made, candidates must provide a local address as proof of residency, in the country, city or region given that, if selected, it will appear on the letter of offer.
• The appointment of the successful candidate will be conditional upon the mission's management obtaining a reliability status check.
