Summary of position:
Under the supervision of the Property Officer, develops a program for the maintenance, repair, upkeep and security of all crown-owned and leased properties; maintains working relations with appropriate suppliers and contractors, and liaises with owners of leased properties as instructed by the supervisor; determines the service requirements to meet the needs of the mission’s accommodations; gathers data for the development of the budget for the leasing, operation, and maintenance of all crown-held properties; assists in the maintenance of Staff Quarter leasing contract records, and ensures timely lease renewal in accordance with departmental regulations, and applicable contractual obligations; prepares invoices/financial documents to be submitted to Finance. Performs other duties as required.

Essential qualifications:
Candidates will initially be screened against the Essential Qualifications relating to education, experience and language. Candidates must clearly demonstrate in their cover letter and CV how they meet each of these essential qualifications.

Education:
• A degree from a recognized university.

Language:
• Fluency in spoken and written English;
• Fluency in spoken and written Arabic.

Experience:
• A minimum of two (2) years of recent* work experience in facility management or property management (note: specialized education as an Engineer will also meet this requirement);
• A minimum of one (1) year of recent* work experience in providing office administration support, including using Microsoft Office;
*Recent is regarded as within the last 5 years

Rated Requirements
The Rated Requirements relating to knowledge, abilities and competencies will also be assessed. Methods of assessment may include, but are not limited to, a written examination, an oral interview, role-play, practical tests, presentations and/or psychometric assessment.

Knowledge:
• Knowledge of principles of facility or property management, including maintenance, project management and contracting;
• Knowledge of basic systems of a commercial or residential building;
• Knowledge of basic accounting principles related to budgets and petty cash.

Ability/Competencies:
• Ability to interpret and analyze information quickly and efficiently;
• Ability to work under pressure, plan and organize and prioritize multiple tasks;
• Able to coordinate priorities within tight deadlines;
• Ability to work courteously and effectively in a multi-national team;

Asset Qualifications:
Preference may be given to candidates who meet the Asset Qualifications. Where applicable, candidates must clearly demonstrate how they meet any asset qualifications in their cover letter and CV.

• Recent experience (within the past five years) as a property officer or assistant in a diplomatic mission, a government agency, or a multinational company
• Ability to communicate in French.

Organizational Needs:

Operational Requirements:
• Hours of work: 37.5 hours per week.
• Overtime may be required occasionally.

Condition(s) of Employment:
