Summary of position:
This is a specific position in the preparedness and security program that reports to the Mission Prevention and Security Program Manager (GPPS) in Abidjan. The RSPO focuses on supporting GPPS in its functions. These tasks include ensuring that the mission is always ready to respond to emergencies affecting Canadian communities in Ivory Coast, as well as maintaining and improving the operational and physical security of the mission.

Essential qualifications:
Candidates will initially be screened against the Essential Qualifications relating to education, experience and language. Candidates must clearly demonstrate in their cover letter and CV how they meet each of these essential qualifications.

Education:
• A university degree from a recognized institution or a combination of education, training and relevant experience in the field of security or emergency preparedness.

Language:
• Fluency in French (oral & written);

Experience:
• Professional experience in the field of security and / or emergency and / or crisis management (eg police, military forces) or international (for example, security officer in an embassy or UN agency) for a minimum of three (3) years;
• Experience in collecting and analyzing information;
• Experience in developing and maintaining a network of contacts;
• Experience in developing and implementing operational procedures, processes, best practices and guidelines for safety and / or emergency management.
• Experience supervising and training security personnel.

Rated Requirements
The Rated Requirements relating to knowledge, abilities and competencies will also be assessed. Methods of assessment may include, but are not limited to, a written examination, an oral interview, role-play, practical tests, presentations and/or psychometric assessment.

Knowledge:
• Security management environment or emergencies, as well as international partners present in Ivory Coast, including relevant governmental and non-governmental organizations;
• Concepts, theories and practices of emergency management or security measures;
• Knowledge of administrative procedures (organization of meetings, organization of logistics, writing of reports and letters).

Abilities/Competencies:
• Microsoft Office: Excel, Word, Outlook and PowerPoint.

Capacity
• Provide local expert advice and awareness-raising activities, including training exercises and writing emergency preparedness or safety documents;
• Conduct research, online or otherwise;
• Conduct risk analyzes based on information gathering and an understanding of the environment;
• Respect tight deadlines and work under pressure;
• Act as a liaison between the local security community and Canadian employees (EC);
• Build a broad network of contacts to build upon.

Asset Qualifications:
Preference may be given to candidates who meet the Asset Qualifications. Where applicable, candidates must clearly demonstrate how they meet any asset qualifications in their cover letter and CV.
• Experience working with an international organization, government organization, diplomatic mission or embassy in the field of emergency;
• Supervisory experience of a locally recruited guard force;
• Knowledge of English (oral and written).

Organizational Needs:
• With equal competence, a preference will be given to a female candidate.

Operational Requirements:
• Ability to work overtime, evenings and weekends on a regular basis during periods of overwork and emergencies.

Condition(s) of Employment:
• Legally authorized to work and reside in Ivory Coast;

• Able to obtain and maintain a Reliability Status Check performed by the Embassy covering the entire period of employment.
