This position is a Locally Engaged Staff position, subject to the Terms and Conditions of Employment for LES in Belgium. This process will be used to fill current vacancies and may also be used for possible future vacancies for similar positions amongst the three diplomatic missions in Brussels, Belgium.

Summary of position:
Under the general supervision of the Accounts Payable Supervisor, the Accounts Assistant:

• Captures and maintains data in the financial and administrative system (SAP) in dealing with invoices from suppliers/employees for payment, ensuring that the proper budget and coding is used; by the reconciliation of assets and liabilities;
• Provides accounting and financial services to the client missions of the Common Service Delivery Point (CSDP) by auditing invoices and expense claims to ensure completeness and ensuring that authorization has been obtained and supporting documentation is attached;
• Provides financial advisory services to the managers and staff of CSDP client mission acting as the initial point of contact for operational problem resolution, explaining financial procedures and policies to client’s missions and suggesting ways to improve their financial operations;
• Manages the information and accounts payable files;
• Performs other duties related to CSDP activities.

Essential qualifications:
Candidates will initially be screened based on the essential qualifications in relation to education, experience and languages.

Candidates must demonstrate clearly in their cover letter how they meet each of the Language, Education and Experience qualifications. It is not sufficient to simply state responsibilities. They must also demonstrate and explain how they meet each experience criteria, not simply list the criteria they meet.

• Post Secondary Diploma.

• Ability to communicate effectively in both official languages of Canada (English and French) - (speaking, reading and writing).
NB. Minimum level accepted is the equivalent of level B2 in the Common European framework.

• Recent* professional experience of 2 years minimum in a position in the following areas : Finance, Administration or Management;
• Experience working with financial software

*Recent is defined as within the last 5 years.

• Knowledge of generally accepted accounting principles (GAAP) and financial processes,

Asset Qualifications:
Preference may be given to candidates who have the following asset qualifications:

• Bachelor or Master’s degree in either Finance, Accounting, Business or Public Administration

• Work experience with SAP FI, SAP BW
• Work experience for a High Commission or Embassy

• Knowledge of Government of Canada
• Knowledge of Public Service Accounting

Certification :
• Professional accountant certification

If candidates meet the factors listed in the asset qualifications they must also clearly demonstrate how they meet these factors in their covering letter and CV.

Organizational Needs:
• This position may require very occasional travel abroad. The successful candidate must have and maintain a valid passport.

Operational Requirements:
• Overtime may be required occasionally
• Normal Hours of work: 37.5 hours / week (Monday to Friday).

Condition(s) of Employment:
• To reside and be legally authorized to work and live in Belgium at the time of employment offer is issued; and for the duration of the employment.

• To be able to obtain and maintain an enhanced reliability and security clearance of the Government of Canada including a criminal record and financial check.
