Summary of position:
Under the direction of the Senior Trade Commissioner, the Cultural Officer, in collaboration with both the public affairs section and the Canadian Trade Commissioner Service (a world-wide network of professionals in international business development (IBD)) leads the promotion of Canadian artists, and advances the business success of Canada’s cultural and creative industries in India. The Cultural Officer designs, manages, reviews and implements the artist and cultural industries promotion program for India in partnership with the other Canadian missioner as well as local or Canadian institutions. S/he also plans and implements the Action Plan for cultural and creative industries for India, a designated priority market. The Cultural Officer coordinates and manages the strategic and effective use of cultural programming in line with the mission’s priorities and Canada’s objectives in India. S/he advises the Head of Mission and the other mission managers on specific cultural files, related to both trade and diplomacy. The Cultural Officer supports Canadian partners, and in particular the portfolio agencies of the Department of Canadian Heritage, in their efforts to promote cultural and creative industries in accordance with pre-established service standards and in support of the Creative Export Strategy. The Cultural Officer is also required to develop the network of contacts necessary to achieve his/her objectives. The Cultural Officer oversees the Mission Cultural Fund, supervises the contract and support staff, and enters planned activities and their results in the Department’s planning and reporting systems.

Essential qualifications:
Mandatory Screening Qualifications:

Education: Master’s degree from a recognized university.

Language: Excellent verbal and written communication skills in English

Experience: Minimum 5 years (within the past 7 years) of experience in the following areas:
• Demonstrated experience in cultural, creative or trade promotion in an organization involved in international operations;
• Experience in developing client and stakeholder relationships, AND in obtaining, preparing for, and conducting meetings with important external parties, such as clients or influencers;
• Experience in planning and promoting events, including project management (logistics and budget);
• Experience in dealing with the public and managing relations with a diverse client base.

Computer Skills: Advanced knowledge of MS-office (including Word, Excel, PowerPoint and Outlook)

Mandatory Rated Qualifications:

Knowledge:

• Knowledge of the Indian cultural environment including cultural industries and arts promotion, and artist guilds and associations;
• Knowledge of Indian government departments and agencies;
• Knowledge of the Indian film industry and network;
• Knowledge of budgeting and financial procedures.

Abilities:
• Ability to communicate effectively orally and in writing;
• Ability to provide strategic advice, briefings and written reports to management and/or clients on local opportunities and issues;
• Ability to conduct research and analysis in a professional setting;
• Ability to plan and organize programs for visits, events, seminars, workshops, and meetings with minimum supervision;
• Ability to coordinate conflicting priorities within tight deadlines and meet work targets.

Condition(s) of Employment:
The successful candidate may be asked to work extended hours when/ as required.
The appointment of the successful candidate will be subject to a Reliability Check (RC) obtained by the Management. To conduct the Reliability Check (RC), the candidate will have to submit the following documents on being selected by the mission.

1. Police clearance certificate (Character Certificate)
2. Letter of recognition from your bank stating your name, years of client service and your address
3. Professional and educational certificates and mark sheets (i.e., academic transcripts)

Individuals who are currently residing & eligible to work in India; All employees of the Consulate General of Canada and Canadian missions in India
