Summary of position:
Under the direction of the Deputy Management Consular Officer, the incumbent develops and implements the property management program for the maintenance and repair of all properties, structures and immovables whereby the Crown is the owner or tenant; plan, design and supervise the renovations, alterations, and installations at the Chancery, the Official Residence and staff quarters, and carry out on-site inspections; purchase technical and electronic equipment for the Chancery, Official Residence and Staff Quarters; draft, negotiate and monitor long-term maintenance contracts for buildings and equipment; supervise teams; plan and recommend the implementation of a program for the acquisition and allocation of staff quarters and negotiate new leases for real property, the renewal of such contracts or their extension; perform other functions.

Essential qualifications:
Candidates will be initially selected on the qualifications for education, language profile and experience required. It will be up to the candidate to clearly demonstrate in their letter of motivation how they meet these criteria by clearly and concretely explaining how they meet each experience criterion for the essential or asset qualifications.

Education:
• Bachelor's degree (BAC + 4) from a recognized university in a related field (building or built construction technology, civil engineering, architecture, engineering, project management, etc.) or equivalent combination of studies, training and relevant experience in a related field.

Linguistic profile:
• French (fluent : oral, reading, writing) ;
• Knowledge of wolof (oral).

Experience:
• Recent professional experience * of at least five (5) years in a related field such as property management or construction project management;
• Recent professional experience * in budget management;
• Recent professional experience * in supervision/management of a team for at least 3 years.

* Recent is defined as in the last seven (7) years.

Knowledge
• Knowledge of procurement practices for the implementation of contracts for goods and services;
• Knowledge of North American or European construction standards and practices in civil engineering;
• Knowledge of the real estate market and the laws and regulations governing the rental of buildings in Dakar;
• Knowledge of workplace health and safety principles;
• Knowledge of Microsoft Office Suite (Word, Excel, Outlook).

• Ability to strategically plan and manage for a large program and / or project (objectives, schedule, budget, lessons learned, etc.);
• Ability to liaise effectively and positively with internal management and key stakeholders such as owners and service providers;
• Ability to mobilize and organize the work of a team;

• Effective interactive communication (oral and written)
• Ability to find creative solutions and show initiative
• Able to set priorities, multitask and manage time / workload effectively

Asset Qualifications:
Preference could be given to candidates who meet the asset qualifications. Applicants must clearly demonstrate in their cover letter and resume how they meet these qualifications, if any.
• Similar experience in a position at a diplomatic mission or international organization.
• Ability to understand and communicate verbally in English.

Organizational Needs:

Operational Requirements:
The employee will occasionally have to work overtime with or without notice and be available to answer, in case of emergency, telephone calls that may occur after regular hours including weekends and holidays.
Working hours: 37.5 hours per week

Condition(s) of Employment:
• Eligible to reside and work legally in Senegal;
• Obtain and maintain a Government of Canada security clearance (Status of reliability).
