Summary of position:
Under the direction of the Deputy Consular Management Officer (DMCO), the Common Services Officer provides mission (Embassy) specific common services to mission clients and coordinates requests with various stakeholders, local or international. Assures the management of procurement and materiel, as well as the management of information and documentation related to services in accordance with established policies, guidelines and procedures.

Establish and maintain an extensive network of contacts, including with local industries and suppliers. Conduct research and prepares reports and briefing summaries, as required. Maintain statistics to analyze and improve the overall effectiveness and efficiency of administrative methods and procedures.

Essential qualifications:
Candidates will initially be screened against the Essential Qualifications relating to education, experience and language. Candidates must clearly demonstrate in their cover letter and CV how they meet each of these essential qualifications.

Candidates possessing the education and experience qualifications will also be required to meet the other qualifications that will be assessed through the written examination, interview and reference check.

Education:

• Bachelor’s degree (BAC + 4) from a recognized university in law, public administration and/or business, business school, or any other discipline relevant to the position or equivalent combination of relevant education, training and experience.

Language Requirements:

• Fluent in French (oral and written);

Experience:

At least three (3) years of significant experience in the last seven (7) years in the execution of the following activities:
• Experience in drafting, planning and managing contracts
• Experience in planning and managing orders, inventories and storage
• Experience in managing budgets
• Experience in managing a team of at least three employees in an office environment
• Use of various word processing, data management and email software such as the Microsoft Suite

Rated Requirements:

The Rated Requirements relating to knowledge, abilities and competencies will also be assessed. Methods of assessment may include, but are not limited to, a written examination, an oral interview, role-play, practical tests, presentations and/or psychometric assessment.

Knowledge:

• Operational knowledge of procurement management and procurement and inventory principles
• Knowledge of contract management
• Knowledge of the principles and life cycle management of assets and materiel
• Knowledge of Microsoft Office Suite (Word, Excel, Outlook)

Competencies:

• Ability to communicate effectively (oral and written) in French
• Ability to effectively manage staff
• Ability to successfully negotiate and resolve disputes
• Ability to manage priorities and meet deadlines
• Ability to analyze requirements and issues to make appropriate recommendations
• Ability to work in a team environment
• Judgment and professional integrity

Asset Qualifications:
Preference may be given to candidates who meet the Asset Qualifications. Where applicable, candidates must clearly demonstrate how they meet any asset qualifications in their cover letter and CV.
• Experience working in the field of administration in a large enterprise operating in an international context, a large NGO, a diplomatic mission or an international organization
• Ability to communicate in English (oral and written)
• Knowledge of Wolof
• Specialized training in supply management

Operational Requirements:
The employee will occasionally be required to work overtime with or without notice that may occur after regular hours including weekends and statutory holidays.

Hours of work: 37.5 hours per week

Condition(s) of Employment:
• Eligible to reside and work legally in Senegal;
• Obtain and maintain a Government of Canada security clearance (reliability status)
