Summary of position:
Under the general supervision of the Property Director : plan and process with inspections, control the properties maintenance activities, see to technical support services and advise Mission on planning, conception, building, operations, maintenance and use of the buildings including in relation with the facility management system. Provide contractors with information in order to assure planning and implementation of programs and properties. Identify projects of maintenance, repair, improvement, building modernization and projects in liaison with the working systems of the Paris Canadian missions properties and offices. Elaborate and write statements of works to be carried out as well as contractual documents and control the works of building projects. Manage a budget of global operations as well as analyse budget variances on a monthly basis and provide recommendations on how to decrease financial risks. Supervise a small team.

Essential qualifications:
Candidates will initially be selected based on the essential qualifications relating to education, experience and the required linguistic profile. Qualifications constituting an asset may also be taken into account for the screening of applications.
Candidates will have to clearly demonstrate, in their covering letter (750 words maximum), the manner in which they meet these criteria by explaining clearly and concretely how they meet each criterion of the essential qualifications and also, where appropriate, the qualifications considered assets. Please note that it is not sufficient simply to assert that one meets the requirements or to list current responsibilities.
Short-listed candidates will subsequently be assessed in relation to the qualifications with the help of tools such as: written exam, interview, role-play, simulation exercise, reference checks and psychometric tests.
Education:
University diploma (equivalent to French baccalaureate + 3 i.e. a validated level II French diploma) i.e. minimum a university degree of licence or professional licence or equivalent , with a specialisation in a field relevant* to the position to be filled
COMBINED WITH a minimum of five (5) years of recent** professional experience in direct liaison with the position functions

OR IF NOT

Post-secondary degree (equivalent to French baccalaureate + 2 i.e. a validated level III French diploma) i.e. minimum a French DUT or BTS or equivalent, with a specialisation in a field relevant* to the position to be filled
COMBINED WITH a minimum of seven (7) years of recent** professional experience in direct liaison with the position functions

NOTES:
*relevant to the position means in civil engineering, building engineering, public works, architecture, building studies, works supervision, installation maintenance management
**recent means acquired within the last ten years

Languages:
Excellent expression and understanding of French (both written and spoken).
Very good expression and understanding of English (both written and spoken).
Experience :
-a minimum of 5 or 7 (depending on the level of education) years of recent** working experience in a full time position working in at least three of the following areas:
• Evaluate the maintenance of building systems and elaborate recommendations in order to improve the security, the performance and duration of the construction systems;
• Examine preventive and corrective maintenance management plans;
• Inspect installation conformity, performance, security and integrity;
• Prepare works technical descriptions, costs estimates, proposals for projects related to maintenance, repair, improvement modernization and change to buildings and building systems;
• Understand and analyse construction plans, and related technical specifications documents.

AND
-Relevant* and recent** working experience in the administration and implementation of building, notably quality control, progressive payments, orders change, site supervision, system implementation and damage claims management.

*relevant: means proven of one year minimum
**recent: means acquired within the last ten years

Ease at using computer applications such as MS-Office (including Word, Excel, PowerPoint), MS Outlook, Internet

Knowledge :
• Knowledge of building systems including general knowledge of civil, structural, architectural, mechanical, electrical and environmental engineering;
• Knowledge of property legislation and safety standards regulations including the security of persons and fire prevention
• Knowledge of environmental principles and of environment sustainable management practices.

Abilities :
• to write various types of documents (works descriptions, contractual documents, letters, reports, etc.)
• to plan, control and inspect installations maintenance or building activities in accordance with ordered livrables
• to advise, conceive, design, manage and control simultaneously several building or maintenance projects, or projects related to building modernization, improvement, or related to the works or building systems of the properties (properties include the offices as well as the accommodations of the Canadian missions in Paris)
• to follow up on and manage a global operation budget, establish budgetary and future financial forecasts
• to supervise a small team

Asset Qualifications:
A preference may be given to candidates who, above the essential qualifications, also possess the following asset qualification. It is incumbent upon candidates to explain and demonstrate in their motivation letter how they meet these asset criteria:
1. Hold a professional title or certification in installation/building management or in construction/building engineering
2. Professional experience in a similar position in a recently built facility
3. Professional experience in managing a small team
4. Experience and ease using SAP computer application
5. Knowledge of computer applications relevant to the position as e.g. AutoCAD, Building Management System (BMS), Building Automated System (BAS), Gestion Technique du Bâtiment (GTB), Gestion Technique Contrôle (GTC)

If candidates satisfy the criteria listed in the asset qualifications, they must also clearly demonstrate how they meet these criteria in their covering letter and/or CV in order for these to be taken into account.

• After the assessments, a list ranking the candidates according to the results obtained will be established. The position will be offered to the most successful candidate based on the ranking.
