Summary of position:
Under general supervision of the Migration Program Manager or an Officer, supports the delivery of Immigration, Refugees and Citizenship Canada’s (IRCC’s) Programs through furthering the processing of applications using procedural expertise, assisting an Officer in reporting and liaison, program integrity, Visa Application Centre (VAC) governance, promotion and recruitment activities or other support to clients. Requires a developed knowledge of established guidelines and procedures. Exercises initiative in organizing work, tracking resources, and resolving difficult problems.

Essential qualifications:
Education:
• Minimum Bachelor’s Degree from a recognized university, or an acceptable equivalent through the combination of education and relevant work experience

Language:
• High Proficiency in English (reading, writing, listening and speaking)
• Proficiency in Mandarin (reading, writing, listening and speaking)

Experience:
• Minimum one (1) year demonstrated experience working on a PC in a networked environment and with Word, Excel and Outlook
• Minimum one (1) year experience in client service and/or dealing with the general public
• Minimum one (1) year experience in writing business correspondence

Abilities/skills:
• Ability to analyze information
• Ability to perform well in a demanding office environment
• Ability to interact with clients / partners in a professional manner

Asset Qualifications:
Language:
• Proficiency in French (reading, writing, listening and speaking)

Experience:
• Experience working in an international environment (previous employment in Canada or in another country; experience working for a multi-national company, international organization in China, or another Embassy)
• Experience working with Global Case Management System (GCMS) in a Canadian visa office

Knowledge:
• Knowledge of Canadian immigration policies and procedures

Organizational Needs:

Operational Requirements:
• Ability and willingness to work overtime on short notice as required
• Able to travel domestically and internationally as required

Condition(s) of Employment:
• Ability to obtain and maintain a valid working authorization in China. Per Chinese regulations, the Embassy / Consulates can only facilitate working visas for Canadian citizens
• Ability to obtain and maintain a valid “Reliability Status” security clearance

Area of selection:
This position is open to external applicants residing in China and employees occupying an indeterminate or term position in China Missions who meet all of the essential qualifications and whose applications are received by the closing date. Short-listed candidates should be able to participate in tests and/or interview in Beijing at own expense. The successful candidate will be required to relocate to Beijing at their own expense. ** The results of this competition may be used to create an eligibility list to staff similar openings (either indeterminate or term duration) which may arise at the Embassy. **
