Summary of position:
What will you do?
• Contribute to the success of Canadian companies in the life sciences and other sectors that are seeking to grow their business;
• Work with a rich local network of customers, investors and partners to develop and implement an ambitious strategy for Canadian companies to penetrate this market;
• Monitor, analyze and report on local political and economic issues that have an effect on Canada-US relations; and engage stakeholders in order to advance advocacy and outreach opportunities;
• Report to a manager at the Canadian Consulate General in NYC.

How will you do it?
Based in Philadelphia, you will:
• Develop, plan and implement sector and advocacy strategies;
• Manage budgets, track and report on results, plan and deliver curated initiatives, facilitate official visits, commit to continuous improvement;
• Build robust and diverse networks of influence and advocacy to nourish your portfolio;
• Conduct in-depth research to analyze trends and propose innovative approaches;
• Provide outstanding services to Canadian business clients and stakeholders.

Essential qualifications:
Language requirement:
English (a high degree of fluency in written and oral English is required).

Education requirement:
Bachelor’s degree.

Experience requirements:
• Minimum 2 years recent experience in the private and/or public sectors in the Philadelphia region in business development, technology, foreign direct investment attraction, financial sector, economics, international relations, law, entrepreneurship, innovation, government/external relations.
• Building and managing sophisticated face-to-face relationships.
• Research and analysis to provide strategic advice, briefings and reports.
• Project management including planning, monitoring, budget, reporting and evaluation.

Asset Qualifications:
• Delivering programming/services to start-ups/small-medium businesses.
• Experience in the venture capital process.
• French.

Organizational Needs:
Candidates who meet the Language, Education and Experience requirements will be assessed on the following qualifications via a written test, an interview, a presentation, an in‐basket exercise, a skills test, or any combination of these methods:

a. Knowledge:
• Knowledge of what influences business in the US and our territory in particular, and how they affect Canadian business interests;
• Role of the Canadian Trade Commissioner Service in advancing Canadian commercial interests, attracting FDI to Canada and promoting innovation;
• Knowledge of what small-medium businesses consider when expanding into international markets.

b. Abilities:
• To communicate effectively in English (written and oral);
• Develop and maintain a network of Canadian clients, local contacts and influencers;
• Identify local market needs and relevant business opportunities;
• Analyse and provide strategic advice;
• Manage multiple priorities with tight deadlines;
• Social media for promotion and/or to generate new opportunities; and
• Work independently in a proactive and accountable manner.

c. Personal Suitability:
• Great interpersonal skills with stakeholders and colleagues;
• Comfortable working remotely from the rest of the team;
• Client focus;
• Initiative, results-oriented; and
• Values, ethics, integrity, resilience.

Operational Requirements:
Our hours of work are:
• 37.5 hours per week in accordance with Locally-Engaged Staff regulations.
• You must be willing to work overtime and evenings when required.

Travel:
• Is required throughout our territory (PA, NY, NJ, DE and CT), and to Canada and other locations in the USA on occasion.

Condition(s) of Employment:
You must:
• Have independent work authorization in the United States and status in accordance with United States protocol directives for foreign missions.
• Reside in the United States.
• Meet all of the requirements stated above.

 Confirm residency in the United States;
 Confirm a clean valid driver’s license.

About this selection process:
The staffing process will consist of a review of all applications to ensure that applicants meet the essential requirements. Please note that failure to meet any of the essential qualifications eliminates candidates from further consideration in the competition. Only those applicants who meet these will be contacted by the Human Resources Section for an in-person interview and/or other form(s) of assessment (a written test, an in-basket exercise, and /or a skills test) of the Rated Requirements for the position. All candidates are required to show proof of legal status to live and work in the US. Reference verifications will be carried out. Interviews will take place in NYC or Philadelphia. The successful candidate will be required to obtain an Enhanced Reliability security clearance from the Government of Canada. This process takes up to two months.
