Summary of position:
Working as part of the Trade Commissioner Service (TCS) in the Commercial Section of the Embassy of Canada to Qatar, under the general direction of the Senior Trade Commissioner, the incumbent is a Trade Commissioner (TC) contributing to the delivery of the Commercial Program. The TC acts in accordance with Government of Canada and TCS policies for international trade and investment with the objective of helping Canadian companies and organizations succeed in Qatar.

Created in 1894, the Canadian Trade Commissioner Service (TCS) has more than 120 years of experience helping Canadian companies succeed in foreign markets by promoting the economic interests of Canada in the global marketplace.

Major responsibilities of the TC include providing high quality service to Canadian clients; developing and maintaining a solid network of contacts; preparing and disseminating market information to Canadian clients; initiating, organizing and managing promotional activities; and other international business development activities. The TC’s main focus is identifying and qualifying business opportunities for Canadian companies, and guiding them in the local market.
The TC will be responsible for the proactive establishment and expansion of networks in Qatar for one or more specific priority and reactive sectors.

Essential qualifications:
Candidates will initially be screened against the essential qualifications relating to education, experience and language. Candidates must clearly demonstrate in their cover letter and CV how they meet each of these essential qualifications.

Education:
• University degree from a recognized university in a field related to the position, including but not limited to: business, commerce, finance, marketing or economics.

Language:
• Fluent English (spoken, written, comprehension)

Experience:
• A minimum of five (5) years of recent* experience in a business development, client management, or account executive capacity;
• Experience in managing client and stakeholder relationships, including building and expanding a client/contact base;
• Experience in providing complex client service support; and
• Experience in providing strategic advice, briefings, presentations, and written reports to management and/or clients.
* Recent is defined as within the past seven (7) years.

Rated Requirements
Only candidates who meet the essential education and experience requirements will be contacted for further assessment. Knowledge, abilities, and personal suitability will be assessed in the written test and interview for selected candidates.

Knowledge:
• Knowledge of international business development practices, including excellence in client service delivery, international trade research, competitive intelligence gathering, and general project management principles.
• Knowledge of Qatari commercial capabilities, industry trends, and developments in relevant sectors.
• Knowledge of the Qatari business environment, government policies and priorities, and local business practices.

Ability/Competencies:
• Communicate effectively in English, both orally and in writing;
• Client focused and able to work with high profile clients and local contacts;
• Proficient in the use of office technology and tools;
• Analyze information and provide strategic advice;
• Build and maintain a network of contacts;
• Organize, plan, and execute events; and
• Manage multiple priorities with tight deadlines.

Asset Qualifications:
Preference may be given to candidates who meet the Asset Qualifications. Where applicable, candidates must clearly demonstrate how they meet any asset qualifications in their cover letter and CV.

• Fluency in Arabic. Please specify your ability to communicate in Arabic, both orally and in writing.
• Fluency in French. Please specify your ability to communicate in French, both orally and in writing.
• Previous experience working in a Canadian diplomatic mission.
• Previous experience working in a foreign diplomatic mission.
• Established business networks and/or relationships in Qatar.
• Knowledge of Canadian capabilities and trends in a relevant business sector.
• Graduate degree from a recognized university (Master’s degree or Ph.D.) in a field related to the position, including but not limited to: business, commerce, finance, marketing, or economics.

Operational Requirements:
• Working hours 37.5 hours per week, 5 days a week.
• Must be able to occasionally work planned overtime and unplanned overtime on short notice.
• Must be available for occasional duties outside normal working hours on evenings and weekends.
• Willingness and ability to travel occasionally within the GCC and/or Canada.

Condition(s) of Employment:
• Any job offer is subject to receipt of satisfactory references and the ability to obtain and maintain an Enhanced Reliability security screening (including a criminal record and credit check).
• A valid Qatar Residency Permit and copies of educational qualifications will be required at the interview stage of the process.
