These needs may be temporary in nature and the pool would be valid until 31 August 2020.

Summary of position:
The Readiness Program Officer (RPO) focuses on supporting the Military Police Security Service (MPSS) and the Mission Security Officer (MSO) in their duties. These duties relate to ensuring that the mission is always in a state of readiness to respond to emergencies affecting Canadian communities in Italy, which includes coordinating and conducting training and briefing as well as maintaining and enhancing the mission’s operational and physical security. As such, the RPO identifies local trends and developments which could impact directly or indirectly on the Canadian community abroad, mission staff (both Canada based staff (CBS) and Locally Engaged Staff (LES), and CBS dependants, as well as Government of Canada operations, facilities and assets or its ability to fulfill readiness needs related to Emergency Management; gathers and provides the most up to date information on emergency management, safety, and security; analyzes this information and assesses threat levels; develops an extensive network of contacts, liaises with a wide range of local authorities and with counterparts in other organizations; serves as a cultural bridge and occasionally as an interpreter to the local emergency management and security community for the Mission Readiness and Security Team (MRST). The RPO would also participate at the supervision of contract guards.

SCREENING CRITERIA

EDUCATION and EXPERIENCE

A. Bachelor degree (any specialisation)
and three (3) recent* years in field of Security, Emergency/Crisis Management or Business Continuity of relevant working experience:
• Collecting and analysing information, preparing summary and providing advice and guidance
• Developing and/or implementing operational procedures, processes, training, planning documents, best practices, briefing and guidelines related to Security, Emergency/Crisis Management or Business Continuity
• Developing/maintaining network of contacts
*Recent meaning within the last six (6) years

OR

B. High school diploma
and five (5) recent* years in field of Security, Emergency/Crisis Management or Business Continuity of relevant working experience:
• Collecting and analysing information, preparing summary and providing advice and guidance
• Developing and/or implementing operational procedures, processes, training, planning documents, best practices, briefing and guidelines related to Security, Emergency/Crisis Management or Business Continuity
• Developing/maintaining network of contacts
*Recent meaning within the last eight (8) years

Linguistic Profile:
- Excellent written and oral command of Italian (min. C2 according to CEFR levels);
- Very good written and oral command in one of Canada's official languages (English or French) - (min. C1 according to CEFR levels)

RATED REQUIREMENTS

Candidates must meet the following rated requirements, which will be assessed through any of the following: written test, oral communication, role play, interviews and reference checks.

KNOWLEDGE
• In-depth knowledge of the Italian environment including: geography, culture, language, values, ethics, social conventions and customs, local structures, in particular the functioning and organization of law enforcement and emergency management;
• Knowledge of security concepts, standards and practices in the context of managing security risks to the people, information, assets and operations;
• Knowledge of emergency management, standards and practices in the context of mitigating, preparing for, responding to, and recovering from emergencies;
• Knowledge and respect of the concepts contained in the Values and Ethics Code of the Government of Canada;

ABILITIES/COMPETENCIES
• Ability to perform research and analyse information, online or otherwise
• Ability to use full Microsoft office suite (Outlook, Word, Excel, PowerPoint) and geo-localisation applications (Google map or other)
• Ability to meet tight deadlines and work well under pressure
• Initiative
• Sound judgement
• Discretion

LANGUAGE/COMMUNICATION
Ability to communicate effectively orally and in writing in the languages required

Asset Qualifications:
Preference may be given to candidates who have the following asset qualifications:
• Specialised degree (Bachelor or master) in a relevant discipline of Security, Emergency/Crisis Management or Business Continuity
• Diploma or training certificates in Security, Law-enforcement, Emergency/Crisis Management or Business Continuity
• Previous working experience for Government or Canada and/or for an International/governmental organisation or for a diplomatic mission
• Previous working experience supervising staff and/or coordinating contracted personnel
• Previous working experience in security services, law enforcement and/or military
• Previous working experience with managing budgets and or contracts
• Good written and oral command (min B2 according to CEFR levels) in the other official language of Canada

Condition(s) of Employment:
Applicants must possess the required documentation giving them the right to work in Italy at the moment of application;
The position requires a valid Reliability Status granted by the Canadian Government. Incumbent must be able to secure and maintain a Reliability Status for the duration of the employment.

Area of selection:
This position is open to individuals who are eligible to work in Italy and reside in one of the EU countries part of the free mobility agreement, who meet all of the essential requirements stated below, and whose applications are received by the closing date. The Embassy does not reimburse any travel costs to and from assessments nor does it reimburse any relocation costs. The Embassy of Canada does not sponsor work permit applications on behalf of candidates.
