Designated Migration Officer, LE-06/07, Migration Section in Guangzhou

Starting Annual Gross Salary: Approximately RMB 124,672 (before designation) / 172,862 (upon designation); ** Gross salary is before CPP, EI and Canadian Income Tax deduction; 13th month bonus and employer social insurance contributions are paid on top of the gross salary; overtime (if required) will be paid at the applicable rate in additional to the salary; salary is non-negotiable **

Summary of position:
Under general supervision, implements Canadian immigration policy and objectives; reviews, assesses and processes applications for temporary entry to Canada in accordance with applicable legislation, policies, guidelines and procedures; exercises delegated authority and discretion when making decisions on temporary resident applications; prevents the travel to Canada of individuals in possession of fraudulent or fraudulently obtained documentation; provides management assistance and may supervises staff; participates in research for the preparation of reports and studies on migration-related issues; represents the migration program in contacts with nationals, host country officials and international organizations; performs other duties as required.

** Candidates for designation are normally expected to complete a minimum 6 months fully satisfactory employment at the LE-06 level, followed by successful completion of a training course in Ottawa.

Background screening is a requirement all candidates for formal designation must satisfy.

Designation is mandatory for this position. **

Essential qualifications:
• Bachelor’s Degree from a recognized university

• Proficiency in English (reading, writing, speaking)

• Experience in dealing with the general public
• Experience in working both independently and within a team to accomplish goals

• Knowledge of Canadian geography, labour market and educational system
• Knowledge of Chinese geography, labour market and educational system

• Analytical ability to evaluate applications, identify issues and trends, make eligibility decisions, and formulate advice, recommendations, or rationales to support decisions

Asset Qualifications:
• Proficiency in French (reading, writing and speaking)
• Proficiency in Mandarin (reading, writing and speaking)

• Experience in supervising staff

• Knowledge of Canadian immigration policy and procedures
• Knowledge of Chinese laws (i.e. family law, penal code), customs and documentation

Organizational Needs:

Operational Requirements:
• Ability and willingness to work overtime on short notice as required
• Able to travel domestically and internationally as required

Condition(s) of Employment:
• Ability to obtain and maintain a valid working authorization in China. Per Chinese regulations, the Embassy / Consulates can only facilitate working visas for Canadian citizens
• Ability to obtain and maintain a valid “Reliability Status” security clearance

Area of selection:
This position is open to Canadian citizens residing in China who meet all of the essential qualifications and whose applications are received by the closing date. Short-listed candidates should be able to participate in tests and/or interviews in Guangzhou at own expense. Other Government of Canada locations will be considered on an ad hoc basis. The successful candidate will be required to relocate to Guangzhou at own expense.
