This position is a LES (Locally Engaged Staff) position, subject to the Terms and Conditions of Employment for LES in Riga, Latvia. Fixed Term (maternity leave – estimated duration from mid-September 2019 to November 2020.

Summary of position:
Under the general supervision of the General Relations Program Manager, the incumbent is responsible for promoting Canadian interests through Public Diplomacy and Public Affairs initiatives which involves reaching the best-targeted and most influential audiences possible. This includes (1) developing and implementing advocacy initiatives in support of Canadian priority objectives; (2) promoting education and coordinating academic relations; (3) managing communications and public affairs activities and assisting HOM in related outreach activities; (4) managing cultural initiatives involving Canadian artists; (5) ensuring media relations related to Public Diplomacy initiatives and/or in support of other programs; and (6) acting as coordinator for Riga, Vilnius and Tallinn for different public diplomacy activities and other. Performs other duties.

Essential qualifications:
Candidates will initially be screened based on the essential qualifications in relation to education, experience and languages. They must demonstrate clearly in their cover letter and CV how they meet each of these essential qualifications. Only those candidates who meet all the Essential Requirements will proceed to the next stage of the process.

Education:
• Bachelor degree from a recognized university

Language:
• Fluency in English (oral and written)
• Fluency in Latvian (oral and written)

Experience:
• Minimum 2 years of experience in communications, public affairs, cultural and media relations
or
• Minimum 2 years of experience in project management, organizing events (including high level public diplomacy events) and budget management

Rated Requirements
Candidates must also meet the Rated Requirements shown below, which will be assessed through any of the following: written examination, an oral interview, role-play, practical tests, presentations and/or psychometric assessment. Unless indicated, rated requirements apply to all positions.

Knowledge:
• Knowledge of Canada’s and Latvia’s foreign priorities and programs
• Knowledge of generally accepted office management practices and procedures
• Literate in MS office and other computer software

Ability/Competencies:
• Ability to liaise, network, and maintain a wide variety of government and non-government contacts
• Ability to draft reports, speeches, press releases and social media content
• Flexibility, adaptability and “ outside the box” thinking
• Ability to communicate effectively orally and in writing
• Ability to organize and plan
• Teamwork and cooperation
• Focus on quality and details

Asset Qualifications:
Preference may be given to candidates who have the following asset qualifications. If candidates meet the factors listed in the asset qualifications they must also clearly demonstrate how they meet these factors in their covering letter and CV.
• Master’s degree in Public affairs, International Affairs, or relevant areas such as Social Sciences
• Experience working for an Embassy or international organization
• Proficient French (oral and written)
• Fluency in Russian

Operational Requirements:
• The position is a Term position, to cover Public Diplomacy and Public Affairs officer during the maternity leave
• Overtime may be required
• Attendance of events outside normal working hours
• Travel, sometimes at short notice
• Ability to work in a remote environment and with colleagues in various offices around Europe

Condition(s) of Employment:
• Maintain legal status to work and reside in Riga
• Able to obtain and retain an enhanced reliability clearance.
