Summary of position:
The Trade Commissioner (TC) reports to the International Business Development (IBD) Program Manager. The TC contributes to delivery of the IBD program of the mission, with responsibility for assigned priority sectors in all countries of accreditation (Russia, Armenia and Uzbekistan). Major responsibilities of the TC include providing high-quality service to Canadian clients, developing and maintaining a solid network of contacts, preparing and disseminating market information to Canadian clients, initiating, organizing and managing promotional activities, as well as other priority IBD activities. The TC’s main focus is identifying and qualifying business opportunities for Canadian companies, and guiding them in the local markets. The TC also assists with preparing/managing/reporting on Trade program budgets and activities. All these duties have to be carried on in an equally efficient and knowledgeable manner in Russia, as well as in Armenia and Uzbekistan, which are both the focus of reenergized bilateral relationships, despite the remote nature of coverage.

Essential qualifications:
Candidates will initially be screened against the Essential Qualifications relating to education, experience and language. Candidates must clearly demonstrate in their cover letter and CV how they meet each of these essential qualifications.

Education:
• University degree from a recognized institution.
Language:
• Fluency in Russian, both written and oral.
• Fluency in English, both written and oral.
Experience:
• A minimum of three years of recent* experience covering all of the following areas: international business development, investment, customer/client networking and relationship management, budget/strategies planning, project management.
• Recent experience in organizing commercial or business events.
*Recent experience is defined as within the last five years.
This experience should have been gained in three of the following sectors: pharmaceuticals/life sciences/health industries, sustainable technologies/cleantech, education, cultural industries, information and communications technologies (ICT), infrastructure and transportation, consumer products, and forestry.

Rated Requirements
The Rated Requirements relating to knowledge, abilities and competencies will also be assessed. Methods of assessment may include, but are not limited to, a written examination, an oral interview, role-play, practical tests, presentations and/or psychometric assessment.

Knowledge:
• Good understanding of international business development practices, including excellence in client service delivery, international trade research and legal aspects of international trade, global supply chain management, competitive intelligence gathering, and general project management principles.
• Knowledge of capabilities in three markets (Armenia, Russia and Uzbekistan) and in Canada
• Knowledge of global industry trends (developments, innovation) in three of the following sectors: pharmaceuticals/life sciences/health industries, sustainable technologies/cleantech, education, cultural industries, information and communications technologies (ICT), transportation, consumer products and forestry.
• Sufficient knowledge of computer technology to easily navigate the web, databases, social media and operate Microsoft Office and Excel.

Asset Qualifications:
Preference may be given to candidates who meet the Asset Qualifications. Where applicable, candidates must clearly demonstrate how they meet any asset qualifications in their cover letter and CV.

• Fluency in French (oral and written).
• Functional knowledge of the Armenian and/or Uzbek languages (oral and written).
• Good knowledge of the Government of Canada’s policies and programs, including trade, investment and innovation policies, programs and institutions.
• Knowledge/experience of Global Affairs Canada’s client management system (TRIO) and information management tool (Infobank).
• Knowledge in more than three of the following sectors: pharmaceuticals/life sciences/health industries, sustainable technologies/cleantech, education, cultural industries, information and communications technologies (ICT), transportation, consumer products and forestry.

Organizational Needs:

Operational Requirements:
• Ability to travel to meet clients and stakeholders, including for events and training courses, in Moscow, in other Russian regions, in Armenia, in Uzbekistan and worldwide, as required.
• There may be a requirement at times to work overtime, weekends and after normal working hours. Normal working week is 37.5 hours.

Condition(s) of Employment:
• Any job offer is subject to satisfactory past performance as assessed by references
• Ability to obtain and maintain a reliability rating (security clearance) from the Government of Canada covering the entire employment period (including criminal record and credit check).
• Proof of right to work in Russia and copies of educational qualifications are required.
