Summary of position:
Reporting to the Deputy Management Consular Officer (DMCO), develop, plan and implement the program to administer services related to the procurement and maintenance of Mission’s staff quarters, chancery and official residence; plans and administers the activities related to the supply and replacement of material resources provided to Mission’s staff quarters, chancery and official residence; maintains contact with local real estate and construction industries, negotiates lease renewals and repair and maintenance contracts, supervises locally-engaged staff and contractors; prepares the annual estimates and budget input for operations and property requirements; pre-audits and prepares payment for goods and services pertaining to rentals and maintenance of accommodations; and, performs other related duties.

Essential qualifications:
Education:
• Degree from a recognized university

Language:
• Proficiency in English (reading, writing, listening, speaking)
• Proficiency in Mandarin Chinese (reading, writing, listening, speaking)

Experience:
• Minimum 3 year of experience with general administrative duties including budgeting
• Minimum 3 years of combined experience contracting for goods/services, managing/negotiating with contractors or suppliers, managing a property portfolio, working in a foreign diplomatic mission.
• Experience in dealing with the public and customer/client service
• Experience in supervision

Knowledge:
• General knowledge of property management practices
• Knowledge of contracting and procurement practices
• Knowledge of MS Office Tools, including Outlook, Word, Excel and PowerPoint

Abilities/skills:
• Ability to interpret and apply policies, regulations, or laws
• Ability to plan and organize work
• Ability to write effective business correspondence in English and Chinese
• Ability to perform translation and interpretation from English to Chinese and vice versa

Asset Qualifications:
Language:
• Proficiency in French (reading, writing, listening, speaking)

Experience:
• Experience in coaching and supervising others
• Experience using SAP’s financial system or another similar system

Knowledge:
• Knowledge of Shanghai’s local supplier/contractor base for local real estate, construction industries, stationary, printing, home/office appliances, office furniture, etc.

Organizational Needs:

Operational Requirements:
• Ability and willingness to work overtime on short notice as required
• Able to travel domestically and internationally as required

Condition(s) of Employment:
• Ability to obtain and maintain a valid working authorization in China. Per Chinese regulations, the Embassy / Consulates can only facilitate working visas for Canadian citizens
• Ability to obtain and maintain a valid “Reliability Status” security clearance

Area of selection:
This position is open to external applicants residing in China and employees occupying an indeterminate or term position in China Missions who meet all of the essential qualifications and whose applications are received by the closing date. Short-listed candidates should be able to participate in tests and/or interviews in Shanghai at own expense. The successful candidate will be required to relocate to Shanghai at own expense.
