Summary of position:
Under the supervision of Management and Consular Officer, the Consular Officer will be required to: deliver assistance and support to clients; provide consular services to Canadians in the Republic of Kazakhstan and manages consular cases; process applications for Passports and Citizenship; provide notarial and liaises with Canada's Honorary Consul in Bishkek; contributes to the Embassy's emergency management preparation; analyze and evaluate information to make sound recommendations; conduct research on issues related to their program; represent the Embassy in contact with nationals, officials of the host country or other interlocutors; develop and maintain awareness of the local environment and build a network of relevant contacts; conduct administrative and financial activities for the program, and perform other related duties, as necessary.

Essential qualifications:
Essential Qualifications:
Candidates will initially be screened against the Essential Qualifications relating to education, experience and language. Candidates must clearly demonstrate in their cover letter and CV how they meet each of these essential qualifications.

Education:
• University degree/diploma from a recognized institution

Languages:
• Fluency in English (written and spoken)
• Fluency in Russian (written and spoken)
• Fluency in Kazakh (written and spoken)

Experience:
• Recent experience* in a customer service role responding to inquiries from the public, providing advice and services to clients
• Recent experience* in an administrative role establishing and maintaining filing systems and maintaining accurate records
• *Recent is defined as at least 2 years of accumulated experience that was acquired within the last 5 years.

Rated Requirements:
The Rated Requirements relating to knowledge, abilities and competencies will also be assessed. Methods of assessment may include, but are not limited to, a written examination, an oral interview, role-play, practical tests, presentations and/or psychometric assessment.

Asset Qualifications:
Preference may be given to candidates who meet the Asset Qualifications. Where applicable, candidates must clearly demonstrate how they meet any asset qualifications in their cover letter and CV.

• Knowledge of French language
• Experience working in a diplomatic mission or in an international organization
• Experience in consular case management
• Experience providing services to clients in a challenging environment

Organizational Needs:

Operational Requirements:
• Required to work directly with the public
• Ability to work overtime and sometimes on short notice
• Ability to travel (domestic and international)

Condition(s) of Employment:
• The successful candidate must complete and retain a Government of Canada Enhanced Reliability Security Clearance
• The successful candidate must be legally entitled to work in the Republic of Kazakhstan
• The successful candidate must successfully complete the Passport Management Program for Foreign Operations Training within 3 months of the hiring date. Failure to do so may lead to termination
