Summary of position:
Working in the international business development team of the Abu Dhabi Mission in GCC region, under the general direction of the Senior Trade Commissioner, the incumbent is an investment officer acting as the focal point responsible for liaising with foreign companies based in the territory to facilitate Foreign Direct Investment (FDI) in Canada. The incumbent is responsible for the facilitation of large scale green-field and expansion investments in Canada.

• Develops and maintains evolving or thorough knowledge of the local investment climate, FDI drivers and opportunities for Canada through research into trends while considering investment intelligence, risk and opportunities;
• Builds and sustains mutually beneficial relationships with corporate investors headquartered in the territory and intermediaries who can refer FDI targets and leads (including site selector consultants, industry and investment analysts, bankers, lawyers and management professionals);
• Provides strategic advice and/or responds to requests for information from clients on investment, trade, business environment, research and innovation, opportunities and challenges aligned with the government economic growth strategy;
• Plans, delivers and follows up on an FDI Outcall Program through primary and secondary research as well as social media tools to identify and update lists of outcall targets and their recent developments/business needs;
• Cultivates close and diligent working relationships with executives as well as with key local and multi-national companies, including those already present in Canada to identify further investment opportunities;
• Arranges outcalls for visiting Ministers, the head of mission or other senior officials while coordinating/drafting required briefing material, including suggested speeches, talking points for investment promotion discussions, and undertaking required follow-up;
• Assesses recommendations and develops beneficial relationships with clients based on expertise, support and strategic investment intelligence in collaboration with designated sector leaders in order to promote and brand Canada as a premier investment destination to encourage the international business opportunities locally;
• Supports and pursues identified collaborative FDI leads and opportunities for local investors, researchers and other business contacts to assist them in navigating the investment landscape and incentives that Canada offers;
• Provides advice and expertise as the focal point of contact on investment opportunities and reputable local networks to optimize the full spectrum of Federal/Provincial/Municipal/Not for profit/Private Sector partners working together to present a one window vision into Canada;
• Designs, plans and delivers investment promotion activities including budget management for such activities or projects such as: seminars, conferences, high level visits to/from Canada, roundtables, keynote speeches on issues of interest to the local business network, which includes relationships with local and Canadian partners and contracting with suppliers;
• Plans and prepares media strategy and identifies linkages to establish strong working relationships with local media, to capitalize on the positive Canadian national brand and converting them into investment opportunities through marketing, advertising and signature events;
• Works collaboratively with Invest Canada, headquarters, Head of Mission (HOM), members of the mission Trade Team, and other partners as required ensuring that trade and investment inquiries with high potential are fully explored and referred for further action.

Essential qualifications:
Candidates will initially be screened against the Essential Qualifications relating to education, experience and language. All applicants must submit a resume and a cover letter by the closing date. • Bachelor’s or equivalent degree from a recognized university in a field related to the position, including but not limited to: commerce, finance, and economics.

• Fluent in (speaking, reading, and writing) English.

• A minimum of five (5) years of recent* and direct experience in business development or foreign direct investment attraction;
• A minimum of three (3) years of recent* and direct experience in managing client and stakeholder relationships and in providing client service support to customers/clients;
• A minimum of two (2) years of recent* and direct experience in project management;
• A minimum of two (2) years of recent* and direct experience in providing strategic advice, briefings, and written reports to management and/or clients on international business issues; and
• A minimum of one (1) year of recent* and direct experience in using social media tools for promotion and/or to generate new business opportunities.

*”Recent experience” refers to the depth and breadth of experience associated with having performed a broad range of related activities. Accumulated experience that has been acquired within the last 7 years is required. Experience will be assessed on the basis of the scope, the quantity, complexity, diversity of the work performed, and degree of autonomy.

Rated Requirements
The Rated Requirements relating to knowledge, abilities and competencies will also be assessed. Methods of assessment may include, but are not limited to, a written examination, an oral interview, role-play, practical tests, presentations and/or psychometric assessment.

Candidates being considered for the position will be called to undergo an evaluation process that will include an interview. Skills and/or knowledge tests may be conducted prior and/or subsequent to the interview in order to assist the selection board in assessing the applicant’s suitability for the position.

• Knowledge of trends and recent developments in the Canadian and UAE economy.

Asset Qualifications:
Preference may be given to candidates who meet the Asset Qualifications. Where applicable, candidates must clearly demonstrate how they meet any asset qualifications in their cover letter and CV.
• A graduate degree from a recognized university would be an asset.
• Functional fluency in speaking, reading, and writing French and/or Arabic.

Operational Requirements:
• Ability to work overtime;
• Hold valid passport and ability to travel (domestic and/or international); and
• Vacation time may be restricted due to operational requirements.

Condition(s) of Employment:
• Able to obtain and maintain a Government of Canada Reliability Status clearance;
• Must be a resident of the UAE during the time of hire and eligible to work in UAE;
• Must hold a valid UAE work permit or no impediments to receive one;
• Must hold and maintain a valid UAE driver’s license; and
• Must be admissible for travel to Canada and within GCC/Middle East.

Area of selection:
