Summary of position:
Under the general supervision of the Management and Consular Officer at the Embassy of Canada in Riyadh, Kingdom of Saudi Arabia, the common Services Officer (CSO) will manage the Human Resources portfolio for the whole Mission. The CSO will be responsible for, but not limited to: supervising at least one Assistant; preparing and processing payroll for Locally Engaged Staff (LES); preparing, maintaining and archiving all HR documentation and contracts; providing advice and support to internal clients regarding staffing and ensuring established policies, guidelines and procedures are followed at all times, managing the training plan; coordinating the Performance Management Program; supporting the Financial Resources Manager; and performing other duties as required.

Essential qualifications:
Essential Qualifications
Candidates will initially be screened against the Essential Qualifications relating to education, experience and language. Candidates must clearly demonstrate in their cover letter and CV how they meet each of these essential qualifications. Only those candidates who meet all the Essential Requirements will proceed to the next stage of the process.


• Successful completion of a university degree from a recognized university.


• Fluent in English (oral and written)


• Recent experience working in an office environment for a minimum of five (5) years with a minimum of 2 years in Human resources capacity. *Recent is defined as within the last 5 years
• Experience in budget forecasting, staff remuneration and payroll.
• 1-year team management experience with direct reports.
• Experience conducting and implementing staff in-house training
in an HR capacity

Rated Requirements
Candidates must also meet the Rated Requirements shown below, which will be assessed through any of the following: written test, an oral interview, role-play, practical tests, references, presentations and/or psychometric assessment.
Candidates who are screened in will be required to complete a written test. Only the candidates retained after the test will be contacted for an interview. The interview will consist of a series of questions and/or exercises in order to evaluate the aptitudes and qualifications of each candidate.

Asset Qualifications:
Preference may be given to candidates who meet the Asset Qualifications. Where applicable, candidates must clearly demonstrate how they meet any asset qualifications in their cover letter and CV.
• Fluency in Arabic (both oral and written)
• Fluency in French (both oral and written)
• Master’s degree in a related field e.g. human resources, business administration
• Experience working for a diplomatic mission or an international organization
• Experience in career coaching and developing staff training materials
• Knowledge of current learning and development methods
• Knowledge of local labour law
• 3+ years dedicated to human resources
If candidates meet the factors listed in the asset qualifications they must also clearly demonstrate how they meet these factors in their covering letter.

• Ability to work overtime (evenings and weekends) and travel if necessary
• Annual leave during summer period may be restricted due to operational needs.

Condition(s) of Employment:
• Must be a legal resident of the Kingdom of Saudi Arabia and eligible to work therein;
• Valid passport and Saudi residency permit(Iqama)
• Iqama transfer required (Kindly note that the embassy sponsors all eligible indeterminate employees. Only professional Iqama can be transferred to the embassy. The embassy cannot transfer an applicant currently on a dependent iqama (i.e. spouse or child)
• Obtain and retain an enhanced reliability clearance (security clearance)
• Successful completion of a one (1) year probation period
• Successful candidates must pass a routine medical examination (Funded by the Embassy)
