The aim of this competition is to fill one full-time level 7 position (start date in December 2019/January 2020) A pool of qualified candidates will be established from this selection process to fill similar future needs of the organization. These needs may be temporary in nature and the pool would be valid until 31 December 2020.

Summary of position:
The Common Service Officer (CSO) Finance/Human Resources is the mission’s primary point of contact for the financial and Locally Engaged Employees (LES) Payroll services provided either directly at the mission or through the Common Service Delivery Point (CSDP) located in London, UK. The incumbent supervises one Common Service Assistant (CSA) and is accountable for the provision of mission specific common services to mission clientele in addition to the coordination of regionalized financial and payroll related requests from the mission to the CSDP in accordance with established policies, guidelines and procedures. As such, the incumbent develops and maintains a network of contacts with local financial institutions, private and public suppliers, government officials, etc. to monitor, share or obtain information; accesses and prepares budget reports, follows spending patterns, advises manager on budget expenditures and ensures that documentations are completed properly; develops and recommends improvements to comply with existing or new requirements and improve efficiency and cost effectiveness of processes; provides coaching and training; prepares regular forecasts and annual budgets and oversees the monthly payroll and the good functioning of its associated computer system.

SCREENING CRITERIA

EDUCATION and EXPERIENCE

A.
- Bachelor degree (any specialisation)
and three (3) recent* years of experience in the field of Finance, Accounting, Auditing or Human Resources
*Recent meaning within the last seven (7) years
and
-Minimum two (2) years of experience with the usage of an accounting application and of a payroll application

OR

B.
-High school diploma
and five (5) recent* years in field of years of experience in the field of Finance, Accounting, Auditing or Human Resources
*Recent meaning within the last nine (9) years
and
-Minimum two (2) years of experience with the usage of an accounting application and of a payroll application

LINGUISTIC PROFILE:
- Excellent written and oral command of Italian (min. C2 according to CEFR levels);
- Very good written and oral command in one of Canada's official languages (English or French) (min. C1 according to CEFR levels)

RATED REQUIREMENTS
Candidates must meet the following rated requirements, which will be assessed through any of the following: written test, oral communication, role play, interviews and reference checks.

KNOWLEDGE
• Knowledge of the Italian environment including: geography, culture, language, values, ethics, social conventions and customs, local structures, in particular the functioning and organization of banking, labour and social security laws;
• Knowledge of accounting, budgeting, financial management and reporting concepts, standards and practices;
• Knowledge of payroll functions, standards and practices;
• Knowledge and respect of the concepts contained in the Values and Ethics Code of the Government of Canada;

ABILITIES/COMPETENCIES
• Ability to perform research and analyse financial and payroll related information;
• Ability to use the full Microsoft office suite (Outlook, Word, Excel, PowerPoint);
• Ability to meet tight deadlines and work well under pressure;
• Ability to set plans and priorities;
• Initiative;
• Sound judgement

LANGUAGE/COMMUNICATION
Ability to communicate effectively orally and in writing in the languages required

Asset Qualifications:
Preference may be given to candidates who have the following asset qualifications:
• Specialised degree (Bachelor or master) or recognised certification in a relevant discipline of Finance, Accounting, Auditing or Human Resources;
• Previous working experience for the Government of Canada and/or for an International/governmental organisation or for a diplomatic mission;
• Previous working experience supervising staff;
• Good written and oral command (min B2 according to CEFR levels) in the other official language of Canada.

Condition(s) of Employment:
Applicants must possess the required documentation giving them the right to work in Italy at the moment of application;
The position requires a valid Reliability Status granted by the Canadian Government. Incumbent must be able to secure and maintain a Reliability Status for the duration of the employment.

Area of selection:
This position is open to individuals who are eligible to work in Italy and reside in one of the EU countries part of the free mobility agreement, who meet all of the essential requirements stated below, and whose applications are received by the closing date. The Embassy does not reimburse any travel costs to and from assessments nor does it reimburse any relocation costs. The Embassy of Canada does not sponsor work permit applications on behalf of candidates.
