Summary of position:
Working in the trade team of the Mission of Canada to the European Union (EU) in Brussels, Belgium, under the general direction of the Counsellor and Head of Trade, Economic and Science & Technology, the Trade Commissioner’s main task is to assist Canadian digital industries companies in their business development endeavours in Europe. This includes monitoring regulations, certifications, standards and barriers to digital trade, that affect digital industries and other priority emerging sectors in EU markets, such as various measures related to data protection, cybersecurity regulations, standards, certification requirements, etc.

Essential qualifications:
Candidates will initially be screened against the Essential Qualifications relating to education, experience and language.

Candidates must clearly demonstrate in their cover letter and CV how they meet each of these essential qualifications.

It is not sufficient to simply state responsibilities. They must also demonstrate and explain how they meet the criteria, not simply list the criteria they meet.

Education:
• Degree from a recognized university in a field related to the position, including but not limited to Commerce, Finance or Economics.

Language:
• Ability to communicate effectively* in English (speaking, reading and writing).
* Communicate effectively is considered to be the equivalent to C1 level per the Common European framework of reference for languages.
• Basic** knowledge of French.
**Basic knowledge of French is considered to be the equivalent to A1 level per the Common European framework of reference for languages.

Experience:
• Experience in the private and/or public sectors in business and/or international trade development.
• Recent experience * in research and analysis to provide strategic advice, briefings and reports;
• Experience in managing client relationships and providing service support to customers/clients.
• Experience working with a range of computer applications and social media tools (Microsoft Office, Twitter, LinkedIn, etc.)
* Recent experience is defined as a minimum of two (2) years within the last 5 years.

Rated Requirements
The Rated Requirements relating to knowledge, abilities and competencies will also be assessed. Methods of assessment may include, but are not limited to: written examinations, an oral interview, role-play, practical tests, presentations and/or psychometric assessments.

Knowledge:
• Knowledge of international business development practices, including excellence in client service delivery and general project management principles.
• Knowledge of EU policies and regulations relevant to digital industries and e-commerce, including trade, investment and innovation policies, programs and institutions, as well as local political and economic environment, business climate, government structure.
• Knowledge of trends and developments in Canadian and European digital industries.
• Basic knowledge of French.

Asset Qualifications:
Preference may be given to candidates who meet the Asset Qualifications. Where applicable, candidates must clearly demonstrate how they meet any asset qualifications in their cover letter and CV.
• Master or Doctorate from a recognized university.
• Recent experience* in research and analysis to provide strategic advice, briefings and reports related to European digital policy.
• Ability to communicate effectively** in French (speaking, reading and writing).

* Recent experience is defined as a minimum of two (2) years within the last 5 years.
** Communicate effectively in French is considered to be the equivalent to B1 level per the Common European framework of reference for languages.

Organizational Needs:

Operational Requirements:
• Must be able to work overtime on short notice on occasion; and
• Must be available for occasional duties outside normal working hours (i.e., evenings and weekends).
• Candidates must be available for travelling on an international level.

Condition(s) of Employment:
• Candidates must have a valid work authorization covering the entire employment period. If the employment is indeterminate, the work authorization should be permanent or itself lead to a permanent work authorization.
• Before an offer of employment can be made, candidates must provide a local address as proof of residence in Belgium so that if selected, it will appear on the offer letter.
• Candidates who hold visas, electronic A-cards or non-renewable documents, such as student visas, cannot apply for this job, unless they are exempted from the obligation to obtain a work permit.
• Upon applying documentation proving your citizenship and allowing you the right to work in Belgium is required.
• A reliability rating (security clearance) is required to obtain this position at the Embassy of Canada in Brussels and will be subject to audits. This rating must be maintained throughout the employment - loss of the latter employment is sufficient reason to dismiss the employee.
• Candidates must be admissible for travelling on an international level including outside of the European Union.
