Summary of position:
Consular Assistant: Under the general supervision of the Passport or Consular Officer processes passports applications and citizenship documents for Canadian citizens abroad; provides consular support services to Canadians; and financial and accounting services in support of consular, passport and citizenship services provided at the mission; and performs other duties.

Program Assistant: Under the supervision of the officer/manager, the incumbent is accountable for the provision of administrative support services of FPDS (Foreign Policy and Diplomacy Service). Responsible for the provision of documents, information and a variety of administrative services in support of more than one of the following areas: customer service, finance, logistics, materiel management, procurement, contracting, and other duties as required.

Essential qualifications:
Education:
• Bachelor’s degree from a recognized university, OR an acceptable equivalent through the combination of education and work experience

Language:
• Proficiency in English (reading, writing, listening, speaking)
• Proficiency in Mandarin (reading, writing, listening, speaking)

Experience:
• Experience in dealing with the public and customer/client service
• Experience in performing general administrative duties
• Experience in working in a team environment

Knowledge:
• Knowledge of international business
• MS Office Tools, including Outlook, Word, Excel and PowerPoint

Abilities/skills:
• Ability to write effective business correspondence in English and Chinese
• Ability to research, interpret sources of information and synthesize data to respond to requests for information from clients
• Ability to perform translation and interpretation from English to Chinese and vice versa

Language:
• Proficiency in French (reading, writing, listening, speaking)

• Knowledge of regulations pertaining to foreign citizens in China
• Knowledge of relevant topics such as Canadian and Chinese trade and investment business environment and practices; major areas and/or sectors of international trade; and/or Chinese government and industry structures, major economic and political issues

Operational Requirements:
• Ability and willingness to work overtime on short notice as required
• Able to travel domestically and internationally as required

Condition(s) of Employment:
• Ability to obtain and maintain a valid working authorization in China. Per Chinese regulations, the Embassy / Consulates can only facilitate working visas for Canadian citizens
• Ability to obtain and maintain a valid “Reliability Status” security clearance

Area of selection:
This position is open to external applicants residing in China and employees occupying an indeterminate or term position in China Missions who meet all of the essential qualifications and whose applications are received by the closing date. Short-listed candidates should be able to participate in tests and/or interviews in Chongqing at own expense. The successful candidate will be required to relocate to Chongqing at own expense.
