Summary of position:
Under the general supervision of the Property Director: Provide information to various stakeholders to support the planning and implementation of the Property Program. With either the support of the in-house team on site or with the outsourced resources: Provide technical support services and advise the mission with regards to the planning, design, construction, operations, building maintenance and use; Supervise and plan all activities related to the management of the Property Portfolio. This includes, but is not limited to, overseeing inspections and monitoring building maintenance activities; Identifying projects related to the maintenance, repair, improvement, modernization of the buildings and their systems for both the office and residential housing portfolios of the Canadian Embassy in Paris. Manage the outsourcing contract for Property and Facility Management services. Develop, prepare work statements and contractual documents. Manage a budget of global operations as well as analyse budget variances on a monthly basis and provide recommendations on how to decrease financial risks.

Essential qualifications:
Candidates will initially be selected based on the essential qualifications relating to education, experience and the required linguistic profile. Qualifications constituting an asset may also be taken into account for the screening of applications.
Candidates will have to clearly demonstrate, in their covering letter (750 words maximum), the manner in which they meet these criteria by explaining clearly and concretely how they meet each criterion of the essential qualifications and also, where appropriate, the qualifications considered assets. Please note that it is not sufficient simply to assert that one meets the requirements or to list current responsibilities.
Short-listed candidates will subsequently be assessed in relation to the qualifications with the help of tools such as: written exam, interview, role-play, simulation exercise, reference checks and psychometric tests.
Education:
University diploma (equivalent to French baccalaureate + 3 i.e. a validated level II French diploma) i.e. minimum a university degree of licence or professional licence or equivalent , with a specialisation in a field relevant* to the position to be filled
COMBINED WITH a minimum of five (5) years of recent** professional experience in direct liaison with the position functions

OR IF NOT

Post-secondary degree (equivalent to French baccalaureate + 2 i.e. a validated level III French diploma) i.e. minimum a French DUT or BTS or equivalent, with a specialisation in a field relevant* to the position to be filled
COMBINED WITH a minimum of seven (7) years of recent** professional experience in direct liaison with the position functions

NOTES:
*relevant to the position means in civil engineering, building engineering, public works, architecture, building studies, construction supervision, building maintenance management, project management or equivalent.
**recent means acquired within the last ten years


Languages:
Excellent expression and understanding of French (both written and spoken).
Very good expression and understanding of English (both written and spoken).
Experience:
-a minimum of 5 or 7 (depending on the level of education) years of recent* working experience in a full time position working in at least three of the following areas:
• Budget management experience: tracking and managing a global operating budget, budgeting, planning and forecasting
• Experience in supervision and management of a team to ensure the development of the latter
• Experience in managing complex contracts of high values.
• Experience in subcontractor performance management
• Experience in preparing or evaluating technical statements of work, cost estimates and requests for proposals for projects related to maintenance, repair, building improvement;

AND
-Relevant** and recent* working experience in the administration and implementation of building, notably quality control, progressive payments, orders change, site supervision, system implementation and damage claims management.

*relevant: means proven of one year minimum
**recent: means acquired within the last ten years

Ease at using computer applications such as MS-Office (including Word, Excel, PowerPoint), MS Outlook, Internet

Knowledge:
• Knowledge of legislation and regulations related to buildings, including codes and standards related to people safety, fire prevention and heritage classed buildings.
• Knowledge of environmental principles and sustainable environmental management practices.

Abilities:

Asset Qualifications:
A preference may be given to candidates who, above the essential qualifications, also possess the following asset qualification. It is incumbent upon candidates to explain and demonstrate in their motivation letter how they meet these asset criteria:
• Hold a professional title or certification in installation/building management or in construction/building engineering
• Professional experience in a similar position in a recently built building
• Experience in inspecting facilities for asset compliance, performance, safety and integrity;
• Basic knowledge of building systems: structural, architectural, mechanical, electrical and environmental;
• Basic knowledge in building system maintenance to make recommendations in order to improve the reliability, performance and longevity of building systems;
• Experience working with preventative and corrective maintenance management plans;
• Basic knowledge to analyze and interpret construction drawings, specifications and other related technical documents
• Knowledge of computer software relevant to the position such as AutoCAD , Building Automated Systems, CMMS (Automated Computer Maintenance Management)
• Experience in using SAP software
