Summary of position:
Under the direction of the Management and Consular Officer, the Common Services Officer:
Manages logistical execution of program objectives and goals, including but not limited to, budget management, human resources administration, and the property and material program administration. The incumbent will provide and create non-routine information and/or documentation; provide complex administrative support and services; provide services to a diverse client base and initiate proactive collaboration; supervise staff, as necessary; and perform other duties as required.

Essential qualifications:
Essential Qualifications
Candidates will initially be screened against the Essential Qualifications relating to education, experience and language. Candidates are to clearly demonstrate in their cover letter and Resume/CV how they meet each of these essential qualifications.

Education
• Bachelor degree from a recognized university, preferably with a major related to business administration, finance, or human resources or an equivalent combination of education, training and/or experience.

Language
• Fluency in Turkish (oral, reading and writing)
• Fluency in English (oral, reading and writing)

Experience;
• Minimum of 2 years’ experience in office administration
• Minimum of 2 years’ experience in financial administration (e.g. accounting operations, tracking with a financial system/database, extracting, forecasting, analyzing trends, interpreting financial data, producing reports, forecasting and budget management)
• Minimum of 1 year experience in procurement and contracting from suppliers and service providers

Rated Requirements
The Rated Requirements relating to knowledge, abilities and competencies will also be assessed. Methods of assessment may include, but are not limited to, a written examination, an oral interview, role-play, practical tests, presentations and/or psychometric assessment.

Knowledge
• Knowledge of procedures and practices for providing administrative services in the areas of;
o Commercial or financial administration
o Human Resources Management - Laws, Rules and Regulations
o Property and materiel management practices and procedures
• Knowledge and proficiency in office software packages (MS Office)

Asset Qualifications:
Preference may be given to candidates who meet the Asset Qualifications. Where applicable, candidates must clearly demonstrate how they meet any asset qualifications in their cover letter and CV.

Language:
• Proficiency in French (oral, reading and writing)

Experience:
• Working in a diplomatic/consular entity or international organization.
• Supervising employees

Knowledge:
• Knowledge of local labour law
• Knowledge of a payroll application and staff remuneration
• Knowledge and proficiency in financial software packages (SAP)

Operational Requirements:
• Must be able to work overtime on short notice on occasion.
• Must be available for occasional duties outside normal working hours (i.e., evenings and weekends).
• Ability and willingness to travel both domestically and internationally

Condition(s) of Employment:
• Right to work and live legally in Turkey
• Able to obtain and retain an enhanced reliability clearance
