Summary of position:
Under the direction of the Counsellor, Political/Economic Affairs and Public Diplomacy), the Public Affairs and Communications Officer supports the communications strategy and public advocacy program, including cultural advocacy, of the High Commission of Canada to South Africa, Lesotho, Madagascar, Mauritius, and Namibia. Expands awareness of Canada’s foreign policy priorities, achievements, and partnerships with countries of accreditation through communications activities and outreach via traditional media, social media, and the mission website in all countries of accreditation. Develops and maintains a network of contacts in media, culture, civil society and other sectors to support the High Commission’s communications, public affairs and cultural strategy. Plans and implements advocacy activities through the Post Initiative Fund (PIF) and contributes to planning and implementation of activities through the Mission Cultural Fund (MCF). Assists the Canada Fund for Local Initiatives (CFLI) Coordinator in the promotion of CFLI funded projects. Oversees, coordinates, and develops content for the mission’s social media accounts and for the mission website. Other duties as required.

Essential qualifications:
Candidates will initially be screened against the Essential Qualifications relating to education, experience and language. Candidates must clearly demonstrate in their cover letter and CV how they meet each of these essential qualifications.

Education:
• Degree from a recognized university in a discipline related to the job requirements

Language:
• Fluency in English (reading, writing, speaking)

Experience:
• Recent experience* in public affairs and/or communications (i.e. event planning, working with partners, media relations, advocacy).
• Recent experience* in using social media tools (Facebook, Twitter, etc) for advocacy, networking and analysis, and in managing social media accounts and developing content.
• Recent experience in project management including planning, contracting and financial management.
*Recent experience is defined as a minimum of 3 years within the last 10 years.

Rated Requirements

The Rated Requirements relating to knowledge, abilities and competencies will also be assessed. Methods of assessment may include, but are not limited to, a written examination, an oral interview, role-play, practical tests, presentations and/or psychometric assessment.

Knowledge:
• Knowledge of media landscape in South Africa including key contacts and influencers
• Knowledge of cultural sector in South Africa

Abilities:
• Ability to manage time, prioritize and meet deadlines with minimal supervision
• Strong networking abilities
• Ability to use Microsoft Office suite (Word, Excel, Outlook, PowerPoint)
• Ability to manage a budget
• Ability to work with social media tools (Facebook, Twitter, Instagram, Hootsuite, etc)

Asset Qualifications:
Preference may be given to candidates who meet the Asset Qualifications. Where applicable, candidates must clearly demonstrate how they meet any asset qualifications in their cover letter and CV.

• Fluency in French;
• Master’s degree from a recognized university;
• Knowledge of desktop publishing software (e.g. Adobe Illustrator, Photoshop, etc).
• Knowledge of the mandate, policies, objectives and priorities of the Government of Canada, including priorities in South Africa and other countries of accreditation;

Organizational Needs:

Operational Requirements:
• May be required to attend meetings outside of normal working hours.
• Overtime may be required.
• Ability to travel within Southern Africa and to Canada as required.
• May be exposed to stressful situations or difficult working environments.

Condition(s) of Employment:
• Able to obtain and maintain a Government of Canada Reliability Status Clearance. Please note that the Reliability Status Clearance must be maintained throughout your employment at the High Commission as failure to do so may result in dismissal. This includes a criminal and credit background check.
• Copies of educational qualifications will be required at the interview stage of the process.
• Must be able to obtain and retain a valid travel document and be willing, able and legally admissible to travel internationally, including within Southern Africa and to Canada.
• South African citizenship, holder of a valid South Africa residence permit or otherwise legally able to work at the High Commission (please note The High Commission of Canada does not sponsor work authorizations directly or indirectly).
• Ability to meet the medical requirements as defined by the employer. Successful candidate(s) may be required to undergo a medical evaluation.
