Summary of position:
The Political Section of the Embassy of Canada to the Kingdom of Denmark is seeking a senior officer to support Canada’s foreign policy and public affairs priorities. This full-time position reports to a Canadian Program Manager (Political Counsellor) and collaborates with the section’s assistant to meet the core services of Canada’s Foreign and Diplomacy Service.
Working under the direction of the Program Manager, the main areas of responsibility are:
• Creating annual work plans and leading their implementation
• Contributing to the smooth daily operations of the work unit
• Analysing and reporting on policies and events in the Kingdom of Denmark relevant to Canadian interests.
• Public affairs and outreach across the Kingdom of Denmark in support of Canadian priorities, including media and social media engagement.
• Planning and implementing advocacy strategies and initiatives, including through culture
• Building networks and creating access to Danish stakeholders for Canadian officials
• Organizing visits of Canadian officials to the Kingdom of Denmark

Essential qualifications:
Candidates will initially be screened against the Essential Qualifications relating to education, experience and language. Candidates must clearly demonstrate in their cover letter and CV how they meet each of these essential qualifications. Candidates who do not demonstrate sufficiently will not be progressed to the next stage.

Education:
• Bachelor’s or equivalent degree from a recognized university
Language:
• Fluency in English (spoken, written, comprehension)
• Fluency in Danish (spoken, written, comprehension)
Experience:
Minimum of five years of experience in all of the following areas acquired over the last ten years (can be acquired simultaneously):
• Strategic business planning at both program and initiative levels
• Contributing to the smooth operations of a business unit through information, financial and contact management.
• Analysing and reporting on current issues, events or policies to targeted audiences
• Undertaking general public affairs initiatives and outreach with stakeholders in the Kingdom of Denmark, including through engaging media and/or social media.
• Advocating for policy positions or raising awareness on specific themes through targeted campaigns, including through engaging media and/or social media.
• Building networks of individual contacts and organizations in the Kingdom of Denmark to advance specific goals
• Organizing and running logistics for events and visits.

Rated Requirements
The Rated Requirements relating to knowledge, abilities and competencies will also be assessed. Methods of assessment may include, but are not limited to, a written examination, an oral interview, role-play, practical tests, presentations and/or psychometric assessment.

Knowledge:
• Knowledge of the mandate of Global Affairs Canada and Canada’s global priorities
• Knowledge of the Kingdom of Denmark’s political and economic structure and environment
• Knowledge of the Kingdom of Denmark’s international/global priorities
• Knowledge of best practices in public outreach and intelligence gathering in the Kingdom of Denmark
• Knowledge of generally accepted office management practices and procedures

Abilities and Competencies:

• Demonstrates integrity and respect, consistent with the Values and Ethics Code for the Public Sector (Canada)
• Demonstrates strong ability to work effectively with others.
• Demonstrates initiative and is action-oriented.
• Ability to use local knowledge to identify the impact of events/policies on initiatives or priorities

• Excellent communication skills, both verbal and written.
• Ability to draft high quality reports, speeches and/or press releases in a limited time.
• Ability to use social media content to advance program objectives
• Strong project management skills


Asset Qualifications:
Preference may be given to candidates who meet the Asset Qualifications. Where applicable, candidates must clearly demonstrate how they meet any asset qualifications in their cover letter and CV.

Education:
• A Master’s Degree from a recognized university with a specialization in a relevant field such as social sciences (e.g. economics, political science, sociology) or a multi-disciplinary field such as international relations, Canadian or Arctic studies.
Language:
• Fluency in French (oral and written)
Experience:
• Working for a Danish ministry relevant to Canada, including the Ministry of Foreign Affairs, Defence, Integration, Energy and Climate Change, etc.
• Working for an embassy or international organization or multinational company.
• Working to advance priorities through cultural initiatives in the Kingdom of Denmark

Organizational Needs:

Operational Requirements:
• Overtime will be required. Normal working week is 37.5 hours.
• Occasional domestic and international travel.
• Use of an Embassy-issued cellular phone that can be reached outside of working hours for urgent operational needs.

Condition(s) of Employment:
• Candidates must have a valid work permit for Denmark at the time of submitting their application and maintain for the duration of their employment.
• Before an offer of employment can be made, candidates must provide a local address as proof of residence in Denmark.
• The appointment of the successful candidate is subject to obtaining a Canadian security clearance. The candidate will be required to provide some or all of the following documents:
o Police/criminal record certificate
o Credit check
o Certificate of Canadian Citizenship (if applicable)
o Birth Certificate
o 2 X recent passport photos
o Certificate (s) of employment/letter (s) and reference
o School certificates/diplomas (must be legalized if not Canadian diplomas)
o Contact details of immediate family members
