Summary of position:
Under the general supervision, the incumbent is responsible for the management of the four pillars of Emergency Management (mitigation, preparation, response and recovery) and the identification, assessment, monitoring and management of risks related to mission security. In meeting this mandate, they facilitate the government’s consular mandate to ensure the wellbeing of the Canadian Community abroad in a time of crisis, the business continuity of the mission to provide these services and the establishment of the necessary conditions and environment to allow for the development, enhancement, and continuous improvement of security and emergency management measures. Within this context, the position has as a primary responsibility to enable the Readiness Program of the mission.


Essential qualifications:
Education:

• University degree or a combination of relevant education, training and experience is also acceptable.

Language:

• Fluent spoken and written English and Spanish.

Experience (within the last 7 years):

• A minimum 3 years' relevant experience working as a security professional.
• Experience writing reports (preferably in English) based on research and analysis of information.
• Experience in building and maintaining a network of professional contacts.
• Experience in developing and implementing operating procedures and corporate standards.
• Experience in collection and analysis of information.

Knowledge:

• In-depth knowledge of the local security environment.
• General knowledge of the various government security institutions and law-enforcement agencies.
• Knowledge of common mitigation measures, both corporate and residential, used to enhance physical security and personal safety.
• Knowledge of vulnerability assessments.
• Knowledge of physical emergency management and security systems.
• Knowledge and skill in risk analysis and business continuity planning.

Ability/Competencies:

• Ability to conduct training for employees (all levels in the organization).
• Ability to conduct vulnerability assessments.
• Ability to work under pressure and with a minimum level of supervision.

Asset Qualifications:
• Specialized education in corporate/public security or risk analysis.
• Fluency in French.
• Working experience in international organizations /governmental organisms or Embassy.

Candidates must also clearly demonstrate how they meet these factors in their covering letter.


Organizational Needs:
Applicants must provide three references, including their most current supervisor. If the applicant has experience working in police, gendarmerie, military forces or similar, the reference from this employer have to be presented. These will be requested later in the process and DO NOT need to be provided with your application.


Operational Requirements:

• Willingness to work overtime, often on short notice.
• Availability to travel occasionally.


Condition(s) of Employment:
• Obtain and maintain the required security clearance;
• Legally authorized to work in the Dominican Republic.
• The successful candidate must disclose to the Embassy if they hold Canadian citizenship before being employed at the Embassy or if they obtain Canadian Citizenship at any time during their employment with the Embassy


Area of selection:
This position is open to: (1) Employees of the Embassy of Canada in Santo Domingo (2) External candidates to the Embassy of Canada who are eligible to work in Dominican Republic, All candidates must meet all of the essential requirements stated below and apply before the closing date. Priority will be given to the area of selection (1). Should the number of candidates be insufficient, the Area of selection (2) will be considered.

• The results of this competition may also be used to establish an eligibility list of staff for similar openings at the Canadian Embassy in Dominican Republic which may arise in the 24 months following the completion of this competition.
